Citizenship, Identification and Residence Status

The Republic of Armenia grants asylum to foreign nationals (including stateless persons) who have been forced to leave their country of citizenship or permanent residence due to persecution and are seeking refuge in Armenia.

You can request asylum in Armenia through:

Employers who want to hire foreign workers can apply online for residence status based on employment for the candidate.

Repatriates moving to Armenia for permanent residence can apply to obtain a certificate confirming their repatriation by visiting their preferred passport office.

A passport for a Republic of Armenia citizen under 16 years old, residing in a foreign country, is replaced upon application by one parent or legal guardian.

To apply to exchange a child's passport, it is necessary to visit the Armenian embassy or consulate of the given country by booking a visit in advance, and if you are unable to visit the embassy or consulate, by identifying yourself via video conference.

The registration address is recorded in the RA State Register, which is an information system for personal registration data.

Foreign citizens in Armenia can get a CoSign electronic signature to sign documents online. You can get the signature in one of two ways:

• Using your Public Services Number (PSN).

• Using your Taxpayer Identification Number (TIN).

To get an electronic signature with your PSN, you must be in Armenia. If you’re using your TIN, you can apply through an authorized representative.

The Public Services Number (PSN), also known as Social Services Number, is a unique 10-digit number. It is provided to:

• Armenian citizens,
• foreigners holding RA residency,
• stateless persons permanently living in Armenia,
• refugees.

You can get a certificate about your PSN at the Migration and Citizenship Service or its local offices.

After turning 16, Armenian citizens can voluntarily apply for an ID card. The ID card is an official document that proves your identity and citizenship, and it is intended for use within Armenia. The ID card is valid for 10 years.

To get an ID card, you must appear in person at your preferred passport office by making an online appointment.

Եթե ծննդյան վկայականը կորել է կամ մաշվածության պատճառով դարձել է անընթեռնելի, հնարավոր է ստանալ նորը։

Ծննդյան վկայականը վերականգնելու համար հնարավոր է դիմել ինչպես Հայաստանում, այնպես էլ այլ երկրներում ՀՀ հյուպատոսական կառուցների միջոցով։  

Նույնականացման քարտը փոխանակվում է, եթե․

• վավերականության ժամկետը լրացել է,

• քաղաքացին փոխել է բնակչության պետական ռեգիստրում իր վերաբերյալ գոյություն ունեցող այն տվյալները, որոնք ներառված են նույնականացման քարտում (բացառությամբ բնակչության պետական ռեգիստրում առկա մշտական բնակության վայրի հասցեի),

• նույնականացման քարտում առկա են ոչ ճիշտ տվյալներ,

• նույնականացման քարտը կորել է,

• քաղաքացին նման ցանկություն է հայտնել։

Նույնականացման քարտը փոխանակելու համար անհրաժեշտ է ֆիզիկապես ներկայանալ նախընտրելի անձնագրային բաժանմունք՝ առցանց այց ամրագրելով։

ՀՀ քաղաքացիություն ստանալու համար Արցախից բռնի տեղահանված անձինք պետք է ֆիզիկապես դիմեն Դավթաշեն, 4-րդ թաղամաս, 17/10 հասցեում գտնվող անձնագրային բաժանմունք (տարածված է նաև ОВИР անվանումը), իսկ մարզերում՝ անձնագրային բաժանմունքներ։

ՀՀ քաղաքացիները և Հայաստանում ապրած օտարերկրյա քաղաքացիները կարող են ՀՀ քաղաքացիության մասին տեղեկանք ստանալու համար դիմել տվյալ երկրի ՀՀ դեսպանություն կամ հյուպատոսական հիմնարկ՝ նախապես այց ամրագրելով։

ՀՀ քաղաքացիները տեղեկանքը ներկայացնում են օտարերկրյա պետությունների իրավասու մարմիններ՝ օտարերկրյա պետությունում կացության կարգավիճակ կամ տվյալ երկրի քաղաքացիություն ստանալու և այլ նպատակներով: Իսկ Հայաստանում ապրած օտարերկրյա քաղաքացիներից օտարերկրյա պետության իրավասու մարմինները տեղեկանքը կարող են պահանջել, եթե անձն իրենց դիմել է որևէ միգրացիոն հարցով։

An Armenian entry visa allows a foreign citizen to enter, stay, and exit Armenia within the validity period and under the conditions specified in the visa.

   • E-VISA is available for holders of ordinary passports or travel documents from 73 countries.
   • To check if a visa is required, visit the Ministry of Foreign Affairs website (refresh the page when selecting a country).

The return certificate to Armenia is a one-time travel document issued to a person who needs to return to Armenia urgently, if their legal document granting the right to cross the border is lost, stolen, expired, unsuitable for use, or has not been issued at all.

ՀՀ վերադարձի վկայականը միանգամյա օգտագործման ճամփորդական փաստաթուղթ է, որն անձին տրամադրվում է շտապ ՀՀ վերադառնալու նպատակով։ Այն տրամադրվում է անձին, եթե սահմանը հատելու իրավունք տվող օրինական փաստաթուղթը կորել կամ գողացվել է, ժամկետանց է, օգտագործման համար ոչ պիտանի կամ ընդհանրապես չի տրամադրվել։

ՀՀ քաղաքացու դեպքում սահմանը հատելու իրավունք տվող օրինական փաստաթուղթը անձնագիրն է, իսկ փախստականի կամ քաղաքացիություն չունեցող անձի դեպքում՝ ՀՀ-ի կողմից տրված ճամփորդական փաստաթուղթը։

Ծառայությունից հնարավոր է օգտվել ֆիզիկապես՝ առցանց այցի ամրագրմամբ, ինչպես նաև դեսպանություն կամ հյուպատոսություն այցելելու հնարավորություն չունենալու դեպքում տեսակապով նույնականացվելով։

ՀՀ-ից մեկնող կամ ՀՀ տարածքից դուրս գտնվող քաղաքացիները կարող են հյուպատոսական հաշվառում անցնելու միջոցով իրենց անձնական տվյալները կամավոր կերպով հայտնել ՀՀ արտաքին գործերի նախարարությանը:
