Registering at the place of residence (address registration)
When registering at the place of residence, the person’s data on the place of residence is recorded in the State Population Register, which enables the person change or update their place of residence, and access public and private services.
To register, it is necessary to visit the territorial office of the Migration and Citizenship Service corresponding to the place of residence — either by booking an appointment in advance or by waiting in line on-site ("live queue" format).
When booking an appointment, it is necessary to indicate the applicant’s data (the person who will visit the office). Each applicant should register individually, regardless of age.
To book an appointment online:
- after identification, fill in the required contact information in the "Providing Contact Infromation" page,
 - in the "Email Verification" page, enter the one-time password sent to your email,
 - in the "Booking" page, fill in the required information (name and surname must be entered in Armenian letters, as indicated in the passport) and select the date and time of the visit and finalize the appointment booking.
 
Your booking is considered as confirmed only if you receive a confirmation email.

If a person’s data is missing from the State Population Register of Armenia, applicants born after November 28, 1981 must also present their parents’ identification documents, as well as their parents’ marriage certificate. If the marriage certificate is not available, one of the following must be submitted instead: a certificate of paternity recognition, a certificate confirming single motherhood, or a death certificate.
Depending on the basis on which a person applies for registering at their place of residence, the required documents may vary.
If registering based on property ownership rights, the following documents should be submitted:
For citizens of the Republic of Armenia:
- passport,
 - certificate of ownership of the apartment or house,
 - the state duty payment receipt.
 
For foreign citizens:
- document confirming the legal right of residence in the Republic of Armenia; in case of Russian citizens – a passport and its notarized and certified translation,
 - certificate of ownership of the apartment or house,
 - consent form from the owner (co-owners),
 - identity document of the owner (co-owners),
 - the state duty payment receipt.
 
If the property owner (or co-owners) cannot be present when applying for address registration, their consent must be notarized.
The property owner can give consent either in person or with notarized approval. The consent must include the full details (name, surname, father’s name, and date of birth) of the people the owner allows to register at their address.
If the residential property has multiple owners, the registration of the person requires the consent of all owners.
If registering based on a lease agreement, the following documents should be submitted:
Regardless of citizenship, individuals living in the given property must visit the registration office presenting the following documents:
- passport (for foreign citizens– a document confirming the legal right of residence in the Republic of Armenia; for citizens of the Russian Federation – passport and its notarized Armenian translation);
 - document confirming registration of the right-of-use asset in the RA Cadaster Committee;
 - the state duty payment receipt.
 
 
If the registering person is not the property owner and does not have a rental agreement:
Regardless of citizenship, individuals living in the given property must visit the registration office together with the property owner to complete the registration, presenting the following documents:
- 
their own and the property owner’s passports (for foreign passports — a notarized Armenian translation is required),
 - 
the property ownership certificate,
 - 
the property owner’s written consent,
 - 
if the property owner is absent, a notarized copy of their consent,
 - 
if there are several owners, their presence or written notarized consent,
 - the state duty payment receipt.
 
If registering based on actual residence:
- citizens of Armenia should submit a valid RA passport (and an ID card, if available),
 - citizens of the Russian Federation should submit a Russian passport and its notarized Armenian translation,
 - foreign citizens should submit a document confirming their legal residence in the Republic of Armenia,
 - the state duty payment receipt.
 
The fact of living at the indicated address is verified by the police within no more than 5 working days after receiving the application. After verifying whether the person actually lives at the indicated address, the police department sends confirmation or denial of the residence fact (a certificate or written notice) to the Migration and Citizenship Service on the same working day, but no later than 10:00 a.m. on the next working day.
The registration is completed within 3 working days after the subdivision receives the confirmation of actual residence (certificate or written notice). If the  received information denies the fact of residence, the applicant is given a written refusal within 3 working days.
If the property owner has previously expressed opposition to registering the applicant at their residential address, or if the applicant resides (is located) in a non-residential space, a note is made in the register about the person’s actual place of residence (location).
Individuals aged 16–18 must submit the application personally or through an authorized representative and may be registered at the address of one of their parents.
Required documents:  
- identification document (the applicant’s passport or birth certificate);
 - identification document of the parent(s);
 - the state duty payment receipt.
 
When registering a person under the age of 16:
In case of registering a person under the age of 16, one of the parents (or a legal representative or an authorized person) should submit the application to register the child at the permanent place of residence of one of the parents, by presenting the following documents:
- passports of both parents,
 - birth certificate of the child and, if available, the child’s passport,
 - identity document of the legal representative or authorized person, if the application is submitted by one․
 
Payment amount and procedure
To register at the place of residence, a fee of 1,000 AMD must be paid. 
The payment can be made in one of the following ways:
- Through the E-payments system
 - By bank transfer to the State Budget account of the Republic of Armenia: 900005162111 (if the transfer to this account is not possible via your banking app, please select the "Transfer to the State Budget" option)
 - Via a payment terminal
 
When registering a citizen of the Republic of Armenia under the age of 16, no state duty is charged. In the case of foreign citizens, the state duty payment receipt must be submitted.
The address registration of male citizens of the Republic of Armenia aged 16 and above who are subject to military service is carried out at the military commissariat corresponding to the given address, after they are registered for military service.
Delivery period and procedure
Registration at the place of residence is carried out on a permanent basis within 3 working days, or on a factual basis within 8 working days.
