Recognized as a Citizen of the Republic of Armenia Abroad in Case of Holding a Passport of the Armenian Soviet Socialist Republic (ASSR)

Individuals holding a passport of the former Armenian SSR may apply to the Migration and Citizenship Service or the Ministry of Foreign Affairs to be recognized as citizens of the Republic of Armenia.  Upon recognition as a citizen, they must then apply for a Republic of Armenia passport.

It is necessary to physically apply to the RA embassy or consulate of the given country, presenting the documents required to be recognized as a citizen of the RA.


Requirements

To be recognized as a citizen of the former Armenian SSR and exchange a passport, one must be:

  • A citizen of the former Armenian SSR (Soviet Armenia) permanently residing in the Republic of Armenia, who has not acquired the citizenship of another state before July 5, 1995 (the entry into force of the Constitution of the Republic of Armenia) or has not renounced it within one year from November 28, 1995 (the entry into force of the Law "On Citizenship of the Republic of Armenia")
  • A citizen of the former USSR states who permanently resides in the Republic of Armenia is not a foreign citizen and has applied for the acquisition of RA citizenship by December 31, 2026
  • A citizen of the former Armenian SSR of Armenian descent residing outside the Republic of Armenia who has not acquired the citizenship of another state


Required Documents

It is necessary to submit the documents required for recognition as a citizen of the Republic of Armenia to the relevant embassy or consulate:

  • Application
  • Passport of a citizen of the former Armenian SSR (if available)
  • Documents confirming residence outside the borders of the Republic of Armenia as of November 28, 1995 (for example, residence status issued by a foreign state, a note on being registered in a foreign state, etc.)
  • Certificate of not being a citizen of another state
  • In case of being a citizen of another state, a passport of a foreign state, and a certificate on the date of acquisition of citizenship of another state
  • Identification documents, and in case of impossibility of submitting them, other documents confirming the identity of the person
  • Birth, marriage, children's birth certificates, documents on changes in personal data, parents' identity documents, etc.


Payment Amount and Procedure

Recognizing a person as a citizen of the Republic of Armenia is free of charge.


Delivery Period and Procedure

Being recognized as a citizen of the Republic of Armenia may take several months, depending on the case and the process of examining the application. After being recognized as a citizen of the Republic of Armenia, a person can apply for a passport of a citizen of the Republic of Armenia (use the browser's translation tool to view the English version).

After applying for a passport, it is sent by the Ministry of Foreign Affairs to the Embassy or Consulate of the Republic of Armenia of the given country. To receive the passport, visiting the relevant embassy again is necessary.
