Higher Education in Armenia
The guide is intended for applicants. Here you will find detailed information about the admission process to higher education institutions in the Republic of Armenia, the required documents, unified exams, and scholarships. Note that the following information refers to public universities operating in RA (use the browser's translate tool to view the English version). The procedure for applying to a private university can vary depending on the institution․
General Admission Procedure
To be admitted to a university, it is necessary to have:
- at least a secondary education,
- successful completion of unified or in-house entrance exams,
- submission of the required documents.
To submit an application to a higher education institution, the following documents are necessary:
- Passport, identification card, or birth certificate,
- Public Services Number (PSN or Social Card Number),
- Education certificate / diploma (basic or secondary),
- Payment receipt.
Applications are submitted electronically through the unified application form available on the dimord.am website.
No, the application cannot be changed after the deadline of the document submission.
The fee for each exam is 1,500 AMD. The fee for unified exams is transferred to the account of the Assessment and Testing Center. The fee for in-house (university-specific) exams is paid directly to the respective university.
Attention
The paid amount is non-refundable, regardless of participation in the exam or the results.
There are two types of education systems in universities:
- Free (state-funded)
- Paid (tuition-based).
In the main admission phase, you can apply to only one university for one specialty. For that specialty, you can apply for both free (state-funded) and paid seats.
The competition is held in 2 stages:
- Main stage
- Additional stage (if there are vacant spots), where you participate with the positive score obtained in the exam.
The additional competition is organized when there are vacant spots remaining in universities. The following applicants are eligible to participate:
- those who have received passing scores,
- those who were not admitted during the main competition.
In this stage, you can choose up to 6 specialties.
Main required documents:
- Certificate of education or diploma with supplement
- 4 photos (3x4 cm)
- Identity document (original and copy)
- Military ID (if available)
Additional documents:
- Unified exam certificate
- Diplomas from olympiads or competitions
- Certificate of in-house exam results
- Documents proving eligibility for benefits or exemptions
Advantage during the additional competition is given to those with higher grades.
Exams
Examinations are of two types: Unified Exams (final school exams) and Entrance Exams (depending on the chosen specialty). The unified exams are conducted in two phases. The first phase takes place in winter, and the second in summer. An applicant can take the unified exams in the winter phase and, if the results are not satisfactory, they have the opportunity to participate in the second phase of the unified exams. The unified exam schedule is published each year on the dimord.am website.
The Unified Exams include the following subjects:
- Armenian Language and Literature
- Mathematics (required for certain specialties)
- Foreign Language (choice of English, French, German, or Russian)
Unified exams are held twice a year. The exact schedule is published on the dimord.am website.
The applicant is graded on a 20-point scale. Scores of 7.5 and above are considered passing.
During the exam, it is prohibited to:
- talk to other applicants,
- use mobile phones or any other communication devices,
- exchange test papers or answer sheets,
- cheat or copy answers.
Leaving the examination room is allowed only if necessary and with the escort of a supervisor.
The results are published the day after the exam, by 18:00. You can file an appeal on the day after the publication of the results, between 09:00 and 18:00. The appeal results are announced within 2 days after the appeal period ends.
A special protocol is drawn up by three persons:

The chairperson of the commission,

The responsible secretary of the admissions commission,

The representative of the Evaluation and Testing Center.
The chairperson of the examination commission immediately submits it to the appeals commission, which decides whether to:
- Allow an additional exam,
- Set the date for the additional exam.
No, they cannot take that exam. The only exception is for candidates who interrupted the exam due to illness, if the appeal committee permits an additional exam.
Grade Appeal
The applicant has the opportunity to appeal the grades, of which they are notified via email on the day of the exam or the following day, by 4:00 PM.
For in-house exams where the result is evaluated and announced to the applicant in the examination room, if the applicant disagrees with the grade, they may appeal to the head of the examination committee before leaving the room.
For in-house exams where the result is sent to the applicant’s email address the following day, if the applicant disagrees with the grade, they may submit an appeal to the responsible secretary on the day after receiving the grade, between 9:00 AM and 6:00 PM.
During the appeal process:
- The committee reviews only the section indicated by the applicant,
- The discussion is conducted in the presence of the applicant and a specialist invited by them,
- The grade may be increased, decreased, or remain unchanged.
No, it is not allowed to retake the exam.
The result of the appeal is published at the entrance exam center of the university no later than within three days.
Educational Process
In the higher education system, the educational process is organized based on the principles of the European Credit Transfer and Accumulation System (ECTS). This section presents the main components of university education, including the structure of the academic year, the grading system, the credit accumulation mechanism, and the rights and responsibilities of students.
The academic year is divided into two semesters. Each semester lasts 16 weeks, followed by a 4-week examination period. There are scheduled breaks between the semesters: winter and summer vacations.
The credit system is a framework for organizing the educational process and recording learning outcomes through academic credits. One credit corresponds to 30 hours of a student’s full academic workload. To earn a bachelor's degree, a minimum of 240 credits is required, while a master's degree requires 60–120 credits.
Assessment is conducted using a credit-based grading scale. Each higher education institution has its own approved grading scale, which includes:
- ongoing (continuous) assessment,
- final assessment,
- independent work.
Academic activities include:
- lectures,
- practical sessions,
- seminars,
- laboratory work,
- academic and industrial internships,
- term papers and final theses.
Degrees, Duration, and Modes of Study
In Armenia, higher and postgraduate education is implemented through a two-tier system, including bachelor's and master's degrees, while also maintaining the specialist diploma qualification. Educational programs are developed and approved by universities based on national education standards. Instruction can be delivered in various forms: full-time (on-campus), part-time (evening or weekend classes), distance learning, and external studies. The duration of study ranges from 1 to 5 years, depending on the degree level and the field of study.
In Armenia, there are three main academic qualification levels:
- Bachelor’s Degree (Bakalavriat)
- Master’s Degree (Magistratura)
- Doctoral Studies (Aspirantura / PhD Program)
Bachelor's degree is the first level of higher education, with a 4-year educational program, at the end of which graduates receive a bachelor's qualification degree. During this period, students acquire general and professional knowledge, skills, and abilities.
Master's degree is the second level of higher education, which allows deepening professional knowledge and developing research skills.
The master's program is a 2-year educational program following the bachelor's degree. In this program, students specialize in a specific field, conduct research work, and defend a master's thesis.
The master's degree provides the opportunity to hold higher positions and continue education.
Postgraduate (Aspirantura) is the third and highest level of higher education, designed for training scientific and pedagogical personnel.
Aspirantura is a 3-4 year research program during which the postgraduate student independently conducts scientific research, writes, and defends a dissertation. Upon successful defense, the scientific degree of Candidate of Sciences is awarded.
This qualification allows one to engage in scientific and pedagogical activities in universities and scientific centers.
Scholarships
This section presents the types of scholarships available in the Republic of Armenia, their eligibility conditions, and procedures. It also includes information about opportunities to transfer to tuition-free education programs based on academic performance.
Apply to receive a scholarship
Scholarships can be awarded to:
- Students studying in tuition-free programs in public universities,
- Students who demonstrated high academic performance in the previous semester,
- Students from socially vulnerable families, provided they have the necessary documentation.
The main required documents are:
- Application form,
- Academic performance report (provided by the university),
- Identity document,
- Documents confirming social status.
To receive a student scholarship, it is necessary to submit an application to the higher education institution between August 15 and September 15 of each year.
On a Tuition-Free Basis
If a student is admitted to a university on a free basis, their monthly scholarship amount is 5,000 AMD.
High Academic Performance
If a student demonstrates high academic performance, an additional 1,000 AMD will be added to the existing 5,000 AMD scholarship, making the excellence monthly scholarship amount 6,000 AMD. The scholarship amount for high-achieving students ranges from 70,000 to 77,000 AMD monthly, depending on the previous year's average grade.
Disability of 1st and 2nd Degree
Students with 1st and 2nd degree disabilities receive a monthly scholarship amount of 50,000 AMD.
Without Parental Care
Students who are without parental care receive a monthly scholarship amount of 75,000 AMD.
The student scholarship is granted starting from the month following the submission of the application. Information about the procedure and deadlines for granting the scholarship can be obtained from the university.
Attention
The provision of the state scholarship to a student is reviewed at the end of each academic year.
Students who study professions of importance to the state can also receive a student scholarship.
Tuition Fee Reimbursement
Tuition fee reimbursement is a form of financial assistance provided by the state, intended for specific categories of students. This support can be either partial or full.
Apply for Tuition fee Reimbursement
To receive tuition fee reimbursement, the following documents must be submitted along with the application:
- A document confirming social status (e.g., a certificate issued by the local social services authority verifying the family's vulnerability),
- A certificate confirming high academic performance (provided by the university).
To receive full or partial tuition fee reimbursement, an application must be submitted to the higher education institution between August 15 and September 15 of each year.
Students eligible to apply for full tuition reimbursement are those who meet one or more of the following criteria:
- Have achieved top academic results based on the exams and assessments of one academic year,
- Are without parental care,
- Are persons with 1st or 2nd degree disabilities or are parents of a child with a disability,
- Belong to the family of a fallen servicemember,
- Became disabled during mandatory military service,
- Are studying in specializations deemed a priority or of national importance.
Students eligible to apply for partial tuition reimbursement are those who meet one or more of the following criteria:
- Are socially vulnerable,
- Are single-parent orphans,
- Come from families with three or more underage or university-enrolled children,
- Come from families with two or more university-enrolled children in paid education programs,
- Have parents with 1st or 2nd degree disabilities,
- Are children of teachers working in remote mountainous or border village schools,
- Have a child under 1 year of age,
- Have high academic performance.
Tuition reimbursement is provided within 15 working days after the review of the submitted applications.
Tuition reimbursement is terminated in the following cases:
- Academic underperformance
- Disciplinary violations
- Change in social status
- At the student's request
- Academic leave
Tuition Reimbursement Through Income Tax Refund
Tuition fees can also be reimbursed through an income tax refund. If the student is officially employed, they can apply for a refund of the income tax paid from their salary. The refund amount is calculated based on the income tax paid during one year.
Individuals who simultaneously meet all the following conditions can apply for an income tax refund for tuition fee compensation:
- Are citizens of the Republic of Armenia,
- Are employed,
- Are studying in one of the following accredited on-site programs in accredited universities in Armenia: master's degree, postgraduate (aspirantura), clinical residency (the list of specialties can be found in the RA Government Decision No. 544-N dated April 13, 2023).
The application must be submitted between September 1 and 15 or March 1 and 15 in the following cases:
- When transferring to the next year,
- During the year of university graduation,
- Within 2 years after university graduation.
To apply for income tax refund for tuition fee reimbursement, the following documents must be submitted along with the application (provided on-site):
- Identity document,
- Public Services Number (PSN); if unavailable, the number of the certificate confirming the absence of a Public Services Number,
- Bank details (bank name and account number).
Apply for Income Tax Refund for Tuition Fee Reimbursement
- The higher education institution submits data regarding students who have applied for income tax refund for tuition fee reimbursement to the Ministry of Education, Science, Culture, and Sports by September 30 or March 30 of the given year.
- The Ministry submits the information provided by the university to the RA State Revenue Committee by October 15 or April 15 of the given year.
- Subsequently, if necessary, the student submits a certificate approved by the employer to the taxpayer service division, regarding the salary and equivalent payments calculated for the months included in the academic year, and the amount of income tax calculated from these payments and paid to the RA state budget.
- After receiving information about the refundable income tax amounts, the tax authority prepares and submits a payment order to the treasury within 8 working days for the refund of income tax amounts as tuition fee reimbursement for the employed student.
- Within 3 working days from the date the payment order is submitted, the refundable amount is transferred by the tax authority through the treasury to the student's bank account.
