Participate in the Program for Building Houses in Border Rural Settlements.

Within the framework of the program, support is provided to beneficiaries who have received a mortgage loan for the construction of a residential house in bordering rural settlements and in the settlement of Gomk in Vayots Dzor Province.
The support is aimed at repaying the monthly principal and interest amounts of the mortgage loan.

To benefit from the program, you must apply to a partner bank or credit organization to obtain a mortgage loan (please refer to the list of banks and credit organizations indicated in the “Partner Banks in the State Support Program for Ensuring Housing Affordability for Families in Border Settlements of the Republic of Armenia” section).

About the Program
Within the framework of the program, support is provided to individuals who have received a mortgage loan from partner banks or credit organizations for the construction of a residential house in bordering rural settlements and the village of Gomk in Vayots Dzor Province, provided that they obtained a construction permit before September 1, 2024.

For the construction of houses in the villages of Baghanis, Berkaber, Kirants, and Voskepar of Tavush Province, it is still possible to apply for a mortgage loan.

Eligibility Criteria

To participate in the program for constructing a house in border rural settlements, applicants must be:

  • Married couples registered in the Civil Status Acts Registration Agency (CSARA) who have at least one minor child and Armenian citizenship,
  • Married couples registered in CSARA without minor children and holding Armenian citizenship, if their combined age does not exceed 75 (inclusive),
  • A single parent (widow/widower) with at least one minor child and Armenian citizenship.

To participate in the program for constructing a house in the village of Gomk in Vayots Dzor Province, applicants must be:

  • Married couples registered in CSARA with at least one child under 13 years of age and Armenian citizenship, who have not been registered in Yerevan during the 1 year preceding the application date,
  • Married couples registered in CSARA with at least one child under 13 years of age and Armenian citizenship, where at least one spouse meets the teacher qualification requirements.

Attention
Applicants must have received a construction permit before September 1, 2024 to be eligible for support. In the villages of Baghanis, Berkaber, Kirants, Voskepar (Tavush Province) and Gomk (Vayots Dzor Province), it is possible to apply for a mortgage loan before obtaining a construction permit.

Required Documents
The following documents must be submitted to the partner bank or credit organization:

  • Passports or ID cards of the beneficiary and spouse,
  • Marriage certificate (documents issued abroad must be apostilled or legalized and submitted with a notarized Armenian translation),
  • Certificate of ownership for a land plot or semi-built house located in a border rural settlement,
  • Construction permit and project plan or cost estimate.
  • Additional required documents will be provided by the bank or credit organization.

Support Amount
The amount of support provided under the program is as follows:

  • For border rural settlements and Gomk (Vayots Dzor) a mortgage principal repayment support of up to AMD 16 million, and a mortgage interest repayment support of up to 13%.
  • For Baghanis, Berkaber, Kirants, and Voskepar (Tavush Province), if the applicant has been registered in these settlements for at least 1 year prior to the application date, a mortgage principal repayment support of up to AMD 21 million, and a mortgage interest repayment support of up to 13%.

Provision Procedure and Timeline

  • The decision on granting the loan is made within a maximum of 16 working days after submitting the required documents.
