Receive Support for Energy-Efficient Renovation of Apartments and Residential Houses

The state provides support for energy-efficient renovation of apartments and houses. Under this program, the interest on renovation loans is covered by the state for a period of up to 7 years. This allows residents to carry out energy-efficient renovations without the additional burden of interest payments.

To receive the subsidy, you need to apply to a bank or credit organization that cooperates with the state under the support program.

About the program
Part of the renovation loan must be allocated to improving energy efficiency:

  • At least 20% for apartments
  • At least 30% for private houses

This amount must be spent on alternative energy sources. For houses, it can also include investments in thermal insulation of external walls and roofs.

The support program is valid until July 1, 2025.

Eligible energy efficiency measures include:

  • Thermal insulation of walls, roofs, and floors
  • Purchase of energy-efficient construction materials
  • Purchase, replacement, or installation of external doors and windows
  • Purchase, replacement, or installation of heating or water-heating boilers (gas or electric) and components of heating systems
  • Purchase and installation of cooling systems, energy-efficient fans, and air conditioners
  • Purchase and installation of solar systems (solar water heaters, photovoltaic panels)
  • Purchase of LED lamps and lighting fixtures

Up to 10% of the total loan amount can be used for purchasing household appliances (minimum A+ energy class refrigerators, washing machines, dishwashers, electric ovens, electric stoves, electric water heaters). Purchases of household appliances are not considered energy-efficient measures.

At least 80% of loan expenses and 100% of energy-efficiency-related expenses must be justified with payment documents (payment orders, receipts, invoices, bank transfers, or signed acceptance documents).

Eligibility criteria
The program is open to citizens of Armenia who own an apartment or house (fully or in shared ownership) and take a renovation loan after the program’s entry into force.

Attention

Applicants can only apply after obtaining the completion certificate from the developer.

Required documents
In addition to documents required by the bank or credit organization, applicants must submit:

  • Ownership certificate of the apartment or house to be renovated
  • For houses or apartments built before 2010 – a technical inspection conclusion issued by a licensed entity (not older than 10 years) confirming that the property does not have 4th-degree damage.

It is also necessary to submit a preliminary estimate of energy-efficiency works and renovation scope (e.g., number of tiles, interior doors, paint for walls, etc.).

Support amount

  • Up to 7 million AMD – for apartment renovations
  • Up to 10 million AMD – for individual houses

Processing time and procedure

  • By the 5th business day of each month, banks/credit organizations submit a request to the ministry for the transfer of subsidy amounts, attaching repayment schedules and required documents.
  • Within 10 business days, the ministry reviews the request and ensures the transfer of the subsidy amounts to the financial institution’s special account.
  • No extra fees (cash withdrawal fee, service fee, or commissions) are charged for the loan.
  • The loan can be provided in one payment or in several stages, only through non-cash transactions.

Subsidy termination cases
The subsidy will be stopped if:

  • The loan is fully repaid
  • The borrower misuses the loan
  • The borrower provides false information
  • Renovation works are not completed within 12 months after full disbursement of the loan
  • The borrower has overdue payments exceeding 90 days during the loan period
  • The borrower takes another loan under this program from a different financial institution

Attention

In case of subsidy termination, any subsidy amount already paid must be returned to the state budget.
