Receive Support for The Birth of a Child in a Family Paying Off a Mortgage
Within the framework of the program, when a child is born to a family that has purchased an home with a mortgage loan, lump-sum financial assistance is provided, which is used to repay the principal amount of the loan.
If the mortgage loan was provided by one of the cooperating banks (use the browser's translation tool to view the English version if it's not available), the applicant does not need to submit an application to the Ministry of Labor and Social Affairs; the bank will transfer the applicant's data to the ministry.
If a bank provided the mortgage loan and is not included in the list (use the browser's translation tool to view the English version if it's not available), then it is necessary to submit an application in the manner described below.
The steps below must be completed after clicking the "Continue" button.
To apply for the support program, you must first register on the Unified Electronic Requests Platform. To do this, you need:
- Visit e-request.am
- Click the "Login" button in the upper right corner of the page, then follow the "Register Now" link at the bottom of the page that opens
- Register using "I am" identification or email
- Indicate your citizenship, then fill in the required data
- Enter the code received to your email address and then the code received to your mobile phone number
- Create a password and confirm it
After registering on the platform, to apply for the support program, you will need:

Log in to the platform by filling in your email address and password

Click the "Send" button in the "Send an application, request or complaint" window

Select the "Request" option on the page that opens

Select the applicant type "Individual"

Select the "Ministry of Labor and Social Affairs of the Republic of Armenia" state body to which the application is addressed on the page that opens
- Attach the necessary documents and click the "Forward" button

About the Program
Within the framework of the program, in the event of the birth of a child in a family repaying a mortgage loan, the family is provided with a lump-sum financial support directed towards the repayment of the principal amount of the mortgage loan. The program is valid until December 31, 2026.
Requirements
The program can be used by citizens who meet the following mandatory requirements:
- The beneficiary has RA citizenship and is the mortgage loan payer (the borrower)
- The beneficiary applies for inclusion in the program before the child turns 1 year old (inclusive)
- The maximum price of the acquired real estate (or a home in a building under construction that is not yet ready) is 35 million AMD. This threshold increases by 5 million AMD for each 3rd and subsequent child of the applicant
- The acquired or under construction/constructed residential real estate is the only residential real estate owned by the beneficiary and his/her spouse (if the marriage is registered) in a personal or common joint or common share ownership (with a share of 50% or more)
- As of the date of application, the beneficiary has made mortgage loan repayments for at least 12 months, and the total number of days of delay on the repaid mortgage loan during the last 12 months does not exceed 30 calendar days
Required Documents
The following documents must be attached to the online letter sent to the Ministry of Labor and Social Affairs:
- A reference issued by a bank or credit institution
- Identity document
- Child(ren)'s birth certificate
- Public service number (PSN)
- Statement of payments for the last 12 months
- Real estate ownership certificate
- In the case of a registered marriage, a marriage certificate
Amount of Support
The amount of support provided in the event of the birth of a child is, as of the date of application:
- 10% of the remaining principal amount of the loan (but not more than 500,000 AMD), and in Yerevan city - 5% (but not more than 500,000 AMD) if the child is the first or second child of the beneficiary
- 50% of the remaining principal amount of the loan (but not more than 2,000,000 AMD), and in Yerevan city - 25% (but not more than 2,000,000 AMD) if the child is the third and subsequent child of the beneficiary
- The support is increased by 50% if the residential real estate was acquired or the individual residential house was built/is being built in a border settlement or in a rural settlement where schools or kindergartens are being built
- In case of the birth of more than 1 child at the same time, the amount of support is calculated based on the number of children born.
Delivery Period and Procedure
- The Ministry of Labor and Social Affairs checks the beneficiary’s compliance with the program conditions by automatically receiving information about the child-parent relationship, the child’s being alive, marital status, and real estate owned by the beneficiary.
- The check is carried out within 10 working days.
- The Ministry decides whether to include or reject the beneficiary in the program. Then, within 3 days, it electronically notifies the financial organization (bank) and the beneficiary.
- After signing the mortgage agreement, the Ministry transfers the amount to the organization’s account within 10 days. In the case of building an individual house, the amount is transferred after the loan is provided.
- The Ministry notifies the beneficiary by e-mail about the transfer of the amount.
