Assistance to Forcibly Displaced Persons from Nagorno-Karabakh

Apply for the Tuition Fee Compensation Program for Students Forcibly Displaced from Nagorno-Karabakh

Students who were forcibly displaced from Nagorno-Karabakh after September 19, 2023, and are enrolled in educational institutions in the Republic of Armenia, are eligible to apply for tuition fee compensation.

You can apply for this service by visiting the office in person.

To receive tuition fee compensation, applicants must apply to the state educational institution where they are currently studying or intend to enroll.

Eligibility Requirements
The program is open to students forcibly displaced from Nagorno-Karabakh after September 19, 2023, who meet the following conditions:

  • As of that date, were admitted to or enrolled in an educational institution in Armenia offering preliminary (vocational), middle, higher, or postgraduate professional programs, or
  • Are first-year students admitted to full-time studies in the 2024–2025 academic year.

Students may still benefit from this program even if they received tuition fee compensation from the Nagorno-Karabakh authorities prior to the 2023–2024 academic year.

Attention

Those students who have transferred to another institution or program; were expelled from the institution; or whose tuition is fully covered by another legal or physical entity are not eligible to receive the assistance.

Amount of Assistance
The program covers 100% of the tuition fee, under the following conditions:

  • For students admitted in 2023–2024, full compensation is provided for the first semester. For subsequent semesters, at least 65% GPA threshold must be achieved, or, if GPA is not used, at least 50% of grades must be “good” or “excellent.”
  • For students admitted in 2024–2025, full compensation is provided for the first semester. For the second semester, at least 65% GPA threshold must be achieved, or, if GPA is not used, at least 50% of grades must be “good” or “excellent.”
  • For 2025–2026 and following years, 75% GPA threshold must be met, or, if GPA is not used, at least 50% of grades must be “good” or “excellent.”

Required Information
To apply, students must submit the following to their educational institution:

  • Personal identification information,
  • Degree level, field of study (program), year of study, type of instruction, GPA or academic performance info,
  • Amount of tuition fee for the semester,
  • Status details (temporary protection certificate, proof of being a forcibly displaced person from NK, participation in social assistance programs related to housing or living costs).

Procedure and Timeline

  • After receiving the application, the educational institution compiles and submits the list of applicants to the Ministry of Education, Science, Culture, and Sports of Armenia.
  • The Ministry cross-checks the information with the Unified Social Services registry.
  • Based on the verified list and a signed agreement, the required funds are transferred to the institution’s bank account.

Additional Information
The program is active for all academic years from 2023 to 2028.
