How to Obtain and Exchange a Passport?
Citizens of the Republic of Armenia may voluntarily obtain a passport, regardless of age. A passport is a document that certifies a person's identity and citizenship. It is intended for:
- Exiting and entering the Republic of Armenia.
- Use within the territory of the Republic of Armenia.
Obtaining Passport for an Adult
To obtain an Armenian passport, you must already be a citizen, which means you must be registered in the State Population Register. If you are not yet a citizen, you can find information on how to apply for Armenian citizenship here.
After your citizenship application is approved, you can apply for your Armenian passport.
To obtain a passport for a citizen aged 16 and above, it is necessary to submit:
- An identification card or a passport or birth certificate obtained before reaching the age of 16
- Two color photographs measuring 35 x 45 mm
- If the required documents are written in a foreign language, they must be accompanied by translations into Armenian. These translations must be certified in accordance with the procedure prescribed by law
- If possible, also photocopies of the documents
If the applicant is under 18 years old and does not have an identification card or an RA passport issued before the age of 16, he/she must submit written consent from his/her parents to obtain a passport.
Moreover, if the parent cannot personally submit his/her consent, the authenticity of their signature on the submitted consent must be notarized.
In the case of military service (male citizens aged 18-55), it is also necessary to present a military record and a copy of it.
In case you do not have a military record, it is necessary to present a certificate provided by the territorial military commissariat. Check the addresses of the military commissariats of the Ministry of Defense of the Republic of Armenia
After checking the documents, the passport department employee will return all original documents to the citizen, except for the birth certificate and the RA passport received before the age of 16.
These documents will be returned to the citizen when receiving the new passport, with the corresponding stamp placed on the birth certificate and the printed passport data noted, and the old passport will be returned punched.
A passport fee of 1,000 AMD is required.
Payment can be made at the payment terminal installed at the department or in advance by submitting a payment receipt.
Payment can also be made in advance by bank transfer to the account number 900005162152 (if the banking application does not allow you to make a transfer to this account number, please select the “Transfer to the state budget” option).
If the payment is made in advance, the receipt must be submitted in paper form, as it will be attached to the citizen’s documents (receipts submitted electronically are not accepted).
The passport is issued on the 5th business day following the application.
Payments for receiving the passport earlier are made in the following amounts:
- 1,000+10,000 AMD to receive the passport on the 3rd working day
- 1,000+20,000 AMD to receive the passport within 1 working day
Payment can only be made through the payment terminal installed in the department.
Citizens who have reached the age of 16 are issued passports for a period of 10 years.
Male citizens are issued passports valid until they reach the age of 19.
Male citizens who have reached the age of 19 are issued passports for the period of deferment of compulsory military service or medical re-examination, as defined in Part 4 or 8 of Article 23 of the Republic of Armenia Law "On Military Service and the Status of a Serviceman" or Part 4 of Article 29.
Male citizens who have reached the age of 18 may also be issued passports for a different period of time for the purpose of study, medical treatment, participation in sports, and cultural events.
A citizen recognized as incompetent is issued a passport based on the application of their legal guardian.
- In a legal context, an incompetent citizen is someone who has been declared by a court to be incapable of managing their own affairs due to a mental or physical condition
A citizen recognized as having limited functional capacity is issued a passport based on their own application.
In cases where a citizen is unable to appear in person due to health conditions, a passport can be issued based on the application of a close relative (father, mother, husband, wife, child, sister, brother, grandmother, grandfather) or a letter from the head of a medical institution.
In cases where the application is submitted by a close relative, it must be accompanied by documents confirming the kinship relationship and a document issued by a medical institution regarding the person's health condition.
Individuals with first-level disabilities have the right to receive a passport based on the application of their legal representative.
In such cases, the citizen's disability certificate or a notarized copy of the certificate must be attached to the application.
Obtaining a Passport for a Child

- Citizens under the age of 6 are issued a passport with a validity period of 3 years
- Citizens aged 6 to 16 are issued a passport with a validity period of 5 years
- Male citizens are issued a passport until they reach the age of 19
To obtain a passport for a child under the age of 16, the child must be an Armenian citizen, which means being registered in the State Population Register.

Attention
Male citizens who turn 16 during a given year must register for military service if they do not have military service registration.
An application for a passport for a citizen under the age of 16 must be submitted by the child's parent or legal representative (adoptive parent, guardian, or trustee).
Furthermore, if the parent or legal representative cannot submit the application in person, the authenticity of their signature on the submitted application must be notarized.
A child under the age of 16 will not be issued a passport if the parent with whom the child legally resides submits a written statement to the passport department in advance, explicitly stating their disagreement with issuing a passport to their child.
The child’s parent or legal representative (adoptive parent, guardian or trustee) must submit:
- The child's birth certificate
- The parents' marriage certificate (or death certificate, paternity certificate, certificate of single motherhood, or a court decision that has entered into legal force on declaring the child missing or deceased)
- The parents' identity document
If the application is submitted by a legal representative, a document confirming the legal representative's authority is required.
- Written consent of the applicant and his/her parents to obtain a passport, as stipulated in the RA Law “On Citizenship of the Republic of Armenia”
If the parent cannot personally submit his/her consent, the authenticity of his/her signature on the submitted consent must be notarized.
- Two color photographs measuring 35 x 45 mm

If the required documents are drawn up in a foreign language, their Armenian translations made and certified in accordance with the procedure established by law.

After checking the documents, the passport officer will return all original documents to the applicant, except for the birth certificate and the Republic of Armenia (RA) passport received before the age of 16.
These documents will be returned to the citizen upon receiving the new passport. The birth certificate will be stamped and have the printed passport data noted on it. The old passport will be returned punched.

- The citizen has expressed such a desire
A new passport is also issued in case of loss of the passport.

- Two color photographs measuring 35 x 45 mm
- If the required documents are in a foreign language, their translations into Armenian made and certified in accordance with the procedure prescribed by law
- If possible, also photocopies of the documents.
If the citizen's data has been changed or is incorrect, it is also necessary to submit a document issued by the competent authority confirming the change or inaccuracy.
In the case of military service (male citizens aged 18-55), it is also necessary to present a military record and a copy of it.

To exchange a passport, you need to pay 1,000 AMD.
Payment can be made through the payment terminal installed in the department or in advance by presenting the payment receipt.
Payment can also be made in advance by bank transfer to the account number 900005162152 (if you cannot make a transfer to this account number in the banking application, please select the “Transfer to the state budget” option).
In case of advance payment, the payment receipt must be submitted in paper form, as it will be attached to the citizen’s documents (receipts submitted electronically are not accepted).
The new passport will be issued on the 5th working day following the application.
In case the old passport is lost, the new passport will be issued on the 10th working day following the application.
Payments for receiving a passport earlier are made in the following amounts:
In case of exchange:
- 1,000+10,000 AMD to receive the passport on the 3rd working day
- 1,000+20,000 AMD to receive the passport within 1 working day
In case of restoring a lost passport:
- 1,000+40,000 AMD to receive the passport on the 5th working day
- 1,000+50,000 AMD to receive the passport on the 3rd working day
- 1,000+60,000 AMD to receive the passport within 1 working day
If you want to receive your passport earlier, you can only pay through the payment terminal installed in the department.
A citizen recognized as incompetent is issued a new passport based on the application of their guardian.
A citizen recognized as having limited functional capacity is issued a new passport based on their application.
In case of the impossibility to appear in person due to a health condition:
- The citizen's passport is exchanged based on the application of their close relatives (father, mother, husband, wife, child, sister, brother, grandmother, grandfather) or a letter from the head of the medical institution.
- In this case, the application submitted by the close relative is accompanied by:
- Documents confirming the kinship relationship.
- A document issued by the medical institution regarding the person's health condition.

Obtaining a Passport for an Adult Abroad

- Birth certificate or passport of a citizen of the Republic of Armenia under the age of 16 and a copy thereof
- Parents' marriage certificate and a copy thereof
- Copies of parents' passports
- In case of impossibility of submitting the specified documents, other documents proving identity
- 3 color photographs measuring 35 x 45 mm (maximum 6 months old)
- In case the required documents are drawn up in a foreign language, their Armenian translations made and certified in accordance with the procedure established by law
- Documents issued by foreign states (civil registration certificates, references, notarial documents, translation) must be submitted with certification (apostille or consular certification) in accordance with the procedure established by the legislation of the Republic of Armenia and international treaties
If possible, it is also necessary to submit photocopies of the documents.
If the applicant is 16-18 years old and does not have an identification card, it is also necessary to submit the written consent of the applicant and the parent(s) who have acquired RA citizenship.
If the parent cannot submit the consent in person, the authenticity of his/her signature on the submitted consent must be notarized and confirmed in accordance with the procedure established by the RA legislation and international treaties (by apostille or consular authentication)
If the parents' marriage was not registered before the child's birth, it is necessary to submit one of the following documents and a copy thereof:
- Certificate of paternity
- Certificate of Single Motherhood
- Parent's death certificate
- Court decision on declaring the parent missing or deceased
If one of the applicant's parents is a citizen of the Republic of Armenia at the time of the child's birth, and the other is a foreign citizen, it is necessary to submit the written consent of the parents, approved in accordance with the procedure established by the legislation of the Republic of Armenia and international treaties.
In the case of military service (male citizens aged 18-55), it is also necessary to present a military record and a copy of it.

- Documents issued by foreign states (civil registration certificates, references, notarial documents, translation) must be submitted with certification in accordance with the procedure prescribed by the RA legislation and international treaties (apostille or consular certification)
- It is necessary to submit a receipt confirming the payment of the state duty of 65,000 AMD. Payment must be made online in advance.
If possible, photocopies of the documents must also be submitted.
In case of loss of passport, it is necessary to submit:
- A declaration of loss of passport
- 4 color photos measuring 35x45 mm (no more than 6 months old)
- If available, a copy of the lost passport
In case of changes to passport data or inaccuracies in records, it is also necessary to submit the document on the basis of which the change or correction of data or the elimination of inaccuracies in records should be made, and a copy thereof.
In the case of military service (male citizens aged 18-55), it is also necessary to submit a military record and a copy of it.

If the Republic of Armenia does not have a diplomatic mission or consular post in the country where the person is located, the citizen has the right to apply to the Ministry of Foreign Affairs of the Republic of Armenia and receive by mail a return certificate or document, with which he or she will be able to enter any country with a diplomatic mission or consular post of the Republic of Armenia.
Exchanging a Child's Passport Abroad

If the parents' marriage was not registered before the child's birth, it is necessary to submit one of the following documents and a copy thereof:
- Certificate of paternity
- Certificate of Single Motherhood
- Parent's death certificate
- Court decision on declaring the parent missing or deceased
To exchange your passport, you need to pay 30,000 AMD. Payment must be made in advance online.
The passport is issued within 60 days of submitting the application.
