Foreign citizens take the Republic of Armenia driver's license exam and receive a driver's license in the same manner as citizens of the Republic of Armenia. To obtain a driver's license in Armenia, foreign citizens must submit necessary documents in addition to their identity documents. The specific requirements vary depending on the foreign citizen's residence status in the Republic of Armenia.

Yes. You can drive in Armenia with a foreign driver’s license if it meets the requirements of the Vienna Convention on Road Traffic.
However, if you are a dual citizen of Armenia, you must have an Armenian national driver’s license to drive in Armenia. Dual citizens can obtain an Armenian driver's license without taking the theoretical or practical driving exams. The Armenian national driver's license is issued in 1 working day after the verification of the foreign driver's license.
To check if your foreign driver's license meets the Vienna Convention requirements, you can contact the RA Road Police Registration and Examination Department.
According to the Vienna Convention on Road Traffic, a driver’s license must meet the following requirements:
all information in the driver's license must also be written in Latin letters,
the vehicle categories and subcategories must be marked with Latin letters A, B, C, D, E,
the license must include a photo of its owner.
To get an Armenian national driver's license, RA dual citizens should visit their preferred address of the RA Road Police Registration and Examination Department and apply for an Armenian driver’s license. Dual citizens must submit the following documents:
a copy of the passport,
a copy of the foreign driver’s license,
the fee payment receipt.
RA dual citizens should submit the documents to the RA Road Police Registration and Examination Department in 2 stages:
When applying:
a copy of the identity document,
a copy of the foreign driver’s license.
When receiving the license:
the original Armenian and foreign passports,
the original foreign driver’s license

Attention
When issuing the Armenian driver's license, the Road police will make a copy of your foreign driver's license for their records, but you will keep the original. Your foreign driver's license will stay valid and will not be taken away.
The Armenian national driver’s license is issued within 1 working day after verifying the foreign license.
After you apply, the RA road police will contact the authorities in the country that issued your foreign license to check its validity. This process may vary depending on the country.
Once the license's validity is confirmed, the Road police will contact you via phone or letter and inform you that you can visit the Registration and Examination Department to get your Armenian driver’s license.
Attention
If a foreign citizen exchanges their national driver's license for an Armenian one, their national driver's license loses its validity.
Foreigners should visit their preferred address of the RA Road Police Registration and Examination Department and apply to exchange their foreign driver's license for an Armenian one.
The license must meet the requirements of the Vienna Convention, otherwise, the foreigner must take exams instead of exchanging their foreign driver's license.
The exchange takes 2 to 4 months. During this time, the RA road police will contact the relevant authority in the issuing country to verify the validity of the license. Once confirmed, the foreign license will be exchanged for an Armenian one.
Attention
When you exchange your foreign driver's license for an Armenian one, your foreign license won't be valid anymore, and you’ll have only the Armenian national driver's license.
To exchange a foreign driver's license for an Armenian one, foreigners must submit the following documents to the RA Road Police:
a valid identity document,
the original foreign driver’s license,
proof that you live or are staying in Armenia legally, such as:
a residence card (for foreigners holding a residence permit),
refugee certificate (for refugees or asylum seekers),
temporary protection certificate (for temporarily protected refugees),
convention travel document (for stateless persons).
The Armenian driver’s license is issued within 2 to 4 months. During this time, the RA Road Police verifies the validity of the foreign license with the relevant country. After the validity confirmation, you will be issued an Armenian driver's license, and your foreign driver's license won't be valid anymore.
Yes. If a foreign citizen drives in Armenia with a foreign driver's license that does not meet the requirements of the Vienna Convention, they will be fined 10,000 AMD.
To take the theoretical exam, you must visit the Record and Examination Division. The exam is conducted on a computer and lasts 30 minutes.
A questionnaire containing 3 psychological questions and 20 knowledge test questions is randomly drawn up. Access to the knowledge test questions is granted only after all psychological questions are answered correctly.
To pass the exam, you must correctly answer at least 18 of the 20 knowledge test questions.

To test your knowledge, you can use the theoretical exam questionnaires, which contain 1,116 questions.

The practical exam is conducted:
In the case of mopeds, motorcycles, tricycles, and quadricycles (vehicles of category «A» and subcategories «AM», «A1», and «B1») on a driving range or parking lot, and in their absence - in real road traffic conditions.
In the case of a light passenger car (category «B1» vehicles), under real road traffic conditions.

The driving test, taken at a driving range or a parking lot, typically takes:

11) Subcategory «C1E» A subcategory «C1» motor vehicle coupled with a trailer, the permissible maximum mass of which exceeds 750 kg but does not exceed the unladen mass of the motor vehicle, and the total permissible maximum mass of such a combination does not exceed 12,000 kg.
12) Category «CE» A category «C» motor vehicle with a trailer attached, the maximum permissible mass of which exceeds 750 kg.
13) Subcategory «D1E» A subcategory «D1» motor vehicle coupled with a trailer not intended for carrying passengers, the permissible maximum mass of which exceeds 750 kg but does not exceed the unladen mass of the motor vehicle, and the total permissible maximum mass of such a combination does not exceed 12,000 kg.
14) Category «DE» A category «D» motor vehicle (bus) with a trailer attached, the maximum permissible mass of which exceeds 750 kg.

If you successfully pass the practical driving exam, you will receive your driver's license on the same day upon paying the 12,000 AMD fee. You can make the payment online or at a payment terminal.
The national driver's license is valid for 10 years. Upon expiration, the license must be renewed.
If you have lost your driver's license and need a replacement, or if your current license is expiring and you need to exchange it for a new one, you can obtain a new driver's license within 1 business day of submitting the appropriate application.
Please note that for both license replacements and expirations, a new driver's license will be issued without requiring you to retake the qualification exams. However, you will be required to pass the exam if you wish to change the type of your driver's license.
After submitting the list of required documents and taking a photo, you will receive a temporary driver's license for a period of 20 days, which will later be replaced with a new license.
Attention
A temporary driving license is issued only if the applicant for a new driver's license is not registered in drug or psychiatric institutions or on the list of persons deprived of the right to drive vehicles.
After receiving the new driver's license, you will return the temporary one.
If you have a valid national driving license, you can also obtain an international one, allowing you to drive abroad without taking any theoretical or practical exams. The license will be issued within one business day.
To receive the international certificate, you must appear at the preferred Record and Examination Division and submit an application; there is no need to register in advance at the Record and Examination Division.
International driving licenses for driving mopeds, motorcycles, tricycles, quadricycles, and light passenger cars (vehicles of categories «A» and «B» and vehicles of subcategories «AM», «A1» and «B1») are issued to individuals who have reached the age of 18.
International driving licenses for driving trucks, buses, and motor vehicles with trailers (vehicles of categories «C», «D», «BE», «CE» and «DE» and vehicles of subcategories «C1», «D1», «C1E» and «D1E») are issued to individuals who have reached the age of 21.
