To check if your foreign driver's license meets the Vienna Convention requirements, you can contact the RA Road Police Registration and Examination Department.

According to the Vienna Convention on Road Traffic, a driver’s license must meet the following requirements:

• all information in the driver's license must also be written in Latin letters,

• the vehicle categories and subcategories must be marked with Latin letters A, B, C, D, E,

• the license must include a photo of its owner.

• If you are a dual citizen of Armenia, you must have an Armenian driver’s license to drive in Armenia.
• If you are a foreign citizen, you can drive with your country’s national driver’s license only if Armenia and your country have a mutual agreement to recognize each other’s licenses.
  
  In that case, you can use your national license even if it doesn’t meet the Vienna Convention requirements. This applies, for example, to citizens of Armenia and the United Arab Emirates.
• Foreign citizens can also drive with their country’s national license if they have an international driver's license that meets the Vienna Convention requirements. In this case, you must have both your national and international driver's licenses with you when driving.

To get an Armenian national driver's license, RA dual citizens should visit their preferred address of the RA Road Police Registration and Examination Department and apply for an Armenian driver’s license. Dual citizens must submit the following documents:

• a copy of the passport,

• a copy of the foreign driver’s license,

• the payment receipt.

RA dual citizens should submit the documents to the RA Road Police Registration and Examination Department in 2 stages:

When applying:

The applicant fills out an application for obtaining an RA national driver’s license and submits the following documents:

• a copy of the RA citizen's passport or a foreign country’s passport,
• a copy of the driver’s license issued by another country.
  

When receiving the license:

• the original Armenian and foreign passports,

• the original foreign driver’s license,

• the payment receipt (the link will redirect you to the payment platform, where you can pay online). The receipt will be sent to your email — print it out and submit a paper copy.

Attention
When issuing the Armenian driver's license, the Road police will make a copy of your foreign driver's license for their records, but you will keep the original. Your foreign driver's license will stay valid and will not be taken away.

The application must be written in free text. It should state that, based on the applicant’s foreign driver’s license, they are requesting the RA Road Police to issue an RA national driver’s license.

The application must be written in Armenian. If the applicant does not know Armenian, they can visit the Registration-Examination Department with someone who does, to help them with the application.
If this is not possible, the office staff will help write the application. In this case, the applicant will only need to sign it.

The Armenian national driver’s license is issued within 1 working day after verifying the foreign license.

After you apply, the RA road police will contact the authorities in the country that issued your foreign license to check its validity. This process may vary depending on the country.

Once the license's validity is confirmed, the Road police will contact you via phone or letter and inform you that you can visit the Registration and Examination Department to get your Armenian driver’s license. 

• Foreigners can drive in Armenia with their foreign driver's license if it meets the requirements of the Vienna Convention.
  Foreigners may exchange their foreign driver's license for an Armenian one if they prefer to do so.
• If the foreign license does not meet the Vienna Convention requirements, the person must get an Armenian driver’s license by passing both the theoretical and the practical exams.

Attention
If a foreign citizen exchanges their national driver's license for an Armenian one, their national driver's license loses its validity.

• If the foreign driver's license meets the requirements of the Vienna Convention, foreigners can exchange it voluntarily, without taking exams.
  However, once they exchange their foreign driver's license, it won't be valid anymore.
• If the foreign driver's license does not meet the requirements of the Vienna Convention, the foreigner must take theoretical and practical exams to get an Armenian driver's license.

Foreigners should visit their preferred address of the RA Road Police Registration and Examination Department and apply to exchange their foreign driver's license for an Armenian one.

The license must meet the requirements of the Vienna Convention, otherwise, the foreigner must take exams instead of exchanging their foreign driver's license.

The exchange takes 2 to 4 months. During this time, the RA road police will contact the relevant authority in the issuing country to verify the validity of the license. Once confirmed, the foreign license will be exchanged for an Armenian one.

Attention
When you exchange your foreign driver's license for an Armenian one, your foreign license won't be valid anymore, and you’ll have only the Armenian national driver's license.

To exchange a foreign driver's license for an Armenian one, foreigners must submit the following documents to the RA Road Police:

• a valid identity document,

• the original foreign driver’s license,

• proof that you live or are staying in Armenia legally, such as:

  • a residence card (for foreigners holding a residence permit),

  • refugee certificate (for refugees or asylum seekers),

  • temporary protection certificate (for temporarily protected refugees),

  • convention travel document (for stateless persons).

The Armenian driver’s license is issued within 2 to 4 months. During this time, the RA Road Police verifies the validity of the foreign license with the relevant country. After the validity confirmation, you will be issued an Armenian driver's license, and your foreign driver's license won't be valid anymore.

Yes. If a foreign citizen drives in Armenia with a foreign driver's license that does not meet the requirements of the Vienna Convention, they will be fined 10,000 AMD.
