Exchange your foreign driver's license for an Armenian one
To exchange a foreign driver's license for an Armenian one, you must apply to the Road Police of Armenia.
The foreign driver's license loses its validity when you exchange it with an Armenian one.
Attention
Dual citizens of the RA can obtain a driver's license without taking theoretical and practical qualification exams within 1 working day. They can visit any Registration and e=Examination Department without booking an appointment.
To exchange a driver's license, after clicking the "Continue" button, you must:

click the "Register" button at the bottom of the "Accounting and Exam Services" section,

select the "Without examination (exchange, loss)" option,

choose a Registration and Examination Department (to view the English version of the addresses page use the browser's translation tool) from the drop-down list,

enter your Social Services Number (Public Services Number),

enter your phone number,
-
click the "Subscribe" button.
You will receive an SMS confirmation of the appointment.
Requirements
- For Armenian dual citizens, the foreign driver's license must meet the requirements of the Vienna Convention on Road Traffic.
- A foreign citizen's license must meet the requirements of the Vienna Convention on Road Traffic to exchange it for an Armenian one, otherwise, the exchange will not be possible, and they will need to pass theoretical and practical exams.
Required documents
For Armenian dual citizens:
When applying:

a copy of the identity document,
-
a copy of the foreign driver’s license.
When receiving the license:

the original Armenian and foreign passports,
-
the original foreign driver’s license
-
fee payment receipt.
For foreign citizens:

a valid identity document,
-
the original foreign driver’s license,
-
proof that you live or are staying in Armenia legally, such as:

a residence card (for foreigners holding a residence permit),
-
refugee certificate (for refugees or asylum seekers),
-
temporary protection certificate (for temporarily protected refugees),
-
convention travel document (for stateless persons).

Payment amount and procedure
To exchange a foreign driver’s license for an Armenian one or, in the case of dual citizens, to obtain an Armenian driver’s license, a fee of 12,000 AMD must be paid.
You can pay in 2 ways:

Via the E-payments system.

By bank transfer to the state budget account 900005016317.

In the purpose field, specify "For obtaining a driver's license".

If your bank application does not allow a transfer to this account, select the "Transfer to the state budget" option.

Delivery time and procedure

For Armenian dual citizens: The Armenian driver's license is issued through a simplified procedure within 1 working day after the RA Road Police checks the validity of the foreign driver's license. The foreign driver's license remains valid.

For foreign citizens: The Armenian driver's license is issued within 2-4 months. During this period, the validity of the foreign driver's license is verified. Once the verification is complete, the foreign citizen receives the Armenian driver's license, and the foreign license loses its validity.
