What is the "YesEm" Identification Platform and How to Log in?

The "YesEm" National Digital Identification Platform is a unified single sign-on system designed to provide secure access to all digital services in Armenia, offered by both the public and private sectors.

There are two primary methods to log in to "YesEm":

Identification via Mobile ID (SIM Card)

The "YesEm" Mobile ID SIM card is the simplest way to access digital identification and electronic signature services. This allows you to use digital public services directly from your mobile phone without the need for additional hardware or card readers.

To obtain a "YesEm" Mobile ID SIM card, follow these steps:

  1. Step 1

    Obtain an ID or Public Services Number (PSN)

    Detailed steps for Armenian citizens to obtain an Identification Card are provided in the guide.

  2. Step 2

    Visit Unified Public Services Center

    Visit Unified Public Services Center with the required documents to have the appropriate identification mark added to the registration system for foreigners.

  3. Step 3

    Visit a Mobile Operator Service Center

    Visit the service center of your mobile network provider (Team Telecom, Ucom, or Viva) with your ID card. You will need to reissue your SIM card for a fee of AMD 500. If you are purchasing a completely new SIM card, you will also need to pay for the selected tariff plan.

  4. Step 4

    Create a Passcode and Access Services

    At the mobile operator's service center, you will create a 6-digit passcode that must be known only to you. You will use this code for digital identification and to electronically sign documents.

What to do if the SIM card or eSIM is not in your name?

To obtain identification through a Mobile ID SIM card, the cardholder must be the actual user of the card.

Attention
Each mobile operator may set different tariffs and preconditions for obtaining identification through a Mobile ID SIM card. Before visiting a mobile operator's service center, it is necessary to contact them and clarify all the details specific to your provider. 

After obtaining a "YesEm" mobile ID SIM card, every time you use digital services or sign electronic documents, you simply need to:

Provision of Mobile ID to Foreigners

To obtain a "YesEm" mobile ID SIM card, foreign citizens must first obtain a Public Services Number (PSN), visit Unified Public Services Center with the required documents and then go to a mobile operator's service center.

Obtaining a PSN

The Public Services Number (PSN) is a unique 10-digit number provided to Republic of Armenia citizens, as well as:

  • Foreigners with residency rights in Armenia;
  • Stateless persons permanently residing in Armenia;
  • Foreigners staying in Armenia on legal grounds;
  • Refugees.

Obtaining a "YesEm" Mobile ID SIM card

After receiving the Public Services Number (PSN) certificate, foreigners with residency status in the Republic of Armenia can apply for a "YesEm" Mobile ID SIM card by first visiting the Unified Office of Public Services, and then a mobile operator's service center (Team Telecom, Ucom, or Viva).

Identification via ID Card and Card Reader

It is also possible to log in to the "YesEm" identification platform using a computer, provided you have an Armenian ID card and a card reader. This method is applicable if:

  • Your ID card was issued before February 15, 2023 (as these versions contain an electronic chip);
  • You know the PIN and PUK codes associated with the card.

To enable identification and electronic signature capabilities, you must download the necessary software onto your computer. Detailed instructions and the required software are provided in the official guide.

Attention
Currently, accessing the "YesEm" platform via an ID card and card reader is only possible using Google Chrome or Microsoft Edge 10 browsers.

Electronic (CoSign) Signature for Foreign Citizens

Foreign citizens can obtain a CoSign signature to digitally validate documents online in Armenia. This signature is provided through one of the following two options:

  • Via Public Services Number (PSN): To obtain an electronic signature using a PSN, the individual must be physically present in Armenia.
  • Via Taxpayer Identification Number (TIN): To obtain an electronic signature using a TIN, the individual may apply through an authorized representative.

CoSign Signature Based on PSN

Attention
An electronic signature will not be issued based on a Public Services Number (PSN) if the foreign citizen is not physically present in Armenia.

CoSign signatures issued via a PSN are intended for use in the following cases:

  • Signing electronic documents (Word, Excel, PDF);
  • On the self-portal.taxservice.am website, for example, when submitting tax declarations;
  • On the file-online.taxservice.am website, for example, when submitting tax reports;
  • On the e-request.am website, for example, when submitting official applications or inquiries to state authorities.

A CoSign signature issued via a Taxpayer Identification Number (TIN) is used exclusively on the self-portal.taxservice.am website, for example, when submitting tax declarations.

What to do in case of technical issues?

Contact your mobile operator (Team Telecom, Ucom, Viva) if:

  • You have forgotten your Mobile ID SIM card passcode;
  • You have entered the passcode incorrectly several times, and the card is blocked;
  • You are entering the data correctly, but you cannot log in to the "YesEm" identification platform.

Contact EKENG if technical issues occur while logging into the "YesEm" identification platform using an ID card.

Attention
If you lose the PIN code of your ID card, it cannot be recovered. You simply need to visit your mobile operator's office with your ID card and obtain a Mobile ID SIM card.
