What is the "YesEm" Identification Platform and How to Log in?
The "YesEm" National Digital Identification Platform is a unified single sign-on system designed to provide secure access to all digital services in Armenia, offered by both the public and private sectors.
There are two primary methods to log in to "YesEm":
Identification via Mobile ID (SIM Card)
The "YesEm" Mobile ID SIM card is the simplest way to access digital identification and electronic signature services. This allows you to use digital public services directly from your mobile phone without the need for additional hardware or card readers.
To obtain a "YesEm" Mobile ID SIM card, follow these steps:

Visit Unified Public Services Center
Visit Unified Public Services Center with the required documents to have the appropriate identification mark added to the registration system for foreigners.

Visit a Mobile Operator Service Center
Visit the service center of your mobile network provider (Team Telecom, Ucom, or Viva) with your ID card. You will need to reissue your SIM card for a fee of AMD 500. If you are purchasing a completely new SIM card, you will also need to pay for the selected tariff plan.
Step 4
Create a Passcode and Access Services
At the mobile operator's service center, you will create a 6-digit passcode that must be known only to you. You will use this code for digital identification and to electronically sign documents.
The following individuals are eligible to obtain a "YesEm" Mobile ID SIM card:
- Adult citizens of the Republic of Armenia;
- Adult individuals forcibly displaced from Artsakh who have been granted temporary protection status in Armenia;
- Foreign citizens who hold a valid Armenian residency or ID card.
To obtain a "YesEm" Mobile ID SIM card, visit the service center of your mobile network provider (Team Telecom, Ucom, or Viva) with your ID card and have your SIM card reissued.
To activate the "YesEm" mobile ID SIM card identification service, you must have your SIM card reissued for a fee of AMD 500.
If you are purchasing a completely new SIM card, you will also need to pay the cost of a mobile tariff plan according to the rates set by the mobile operator.
To activate digital identification and electronic signature services, the SIM card must be registered in the applicant's name.
It is not mandatory to remember the PIN and PUK codes of your ID Card to obtain a mobile ID SIM card. The ID card can even be one without an electronic chip.
No. Once your SIM card is reissued at the mobile operator's service center, the digital identification and electronic signature services are activated automatically. There are no annual fees or further actions required.
To sign documents, you simply need to authenticate using that phone number at least once on any digital platform.
When reissuing a SIM card at a mobile operator's service center, the contacts stored on the previous card may be deleted. Therefore, you should save all your phone numbers to your device's internal storage or a cloud service beforehand.
For phones operating with eSIM technology, digital identification is provided via eSIM Mobile ID. To obtain an eSIM Mobile ID, visit your mobile operator's service center (Team Telecom, Ucom, or Viva) with your identification card.

What to do if the SIM card or eSIM is not in your name?
To obtain identification through a Mobile ID SIM card, the cardholder must be the actual user of the card.
If the SIM card is registered to a relative and you can prove the relationship with supporting documents (e.g., a birth certificate), you must visit your mobile operator's service center together with the account owner.
You will need to present your passports (the user must also provide an ID card), provide the relationship documents, and pay the fees for both the ownership transfer and the Mobile ID SIM card.
If the SIM card owner is not a relative, you must visit the mobile operator's service center together with the current owner to complete a transfer of ownership.
In some cases, it is possible to perform the transfer simultaneously while being in two different service centers of the same mobile operator.
Please note that if the phone number is considered a "premium" or "gold" number, an additional fee may be required for the transfer (you should check the specific details with your mobile operator).
If the registered owner is unable to visit the office for any reason (e.g., they are out of the country or have mobility issues), the transfer of ownership can only be done by submitting an application or by meeting specific conditions. For example, you may need to:
- provide at least 8 phone numbers that the current user has recently contacted;
- provide the recharge dates for the last 6 months, among other requirements.

With some operators, this type of ownership transfer is only possible if you have been using the SIM card for at least 6 months.

Each mobile operator may set different tariffs and preconditions for obtaining identification through a Mobile ID SIM card. Before visiting a mobile operator's service center, it is necessary to contact them and clarify all the details specific to your provider.
After obtaining a "YesEm" mobile ID SIM card, every time you use digital services or sign electronic documents, you simply need to:
Provision of Mobile ID to Foreigners
To obtain a "YesEm" mobile ID SIM card, foreign citizens must first obtain a Public Services Number (PSN), visit Unified Public Services Center with the required documents and then go to a mobile operator's service center.
Obtaining a PSN
The Public Services Number (PSN) is a unique 10-digit number provided to Republic of Armenia citizens, as well as:
- Foreigners with residency rights in Armenia;
- Stateless persons permanently residing in Armenia;
- Foreigners staying in Armenia on legal grounds;
- Refugees.
The Public Services Number (PSN) certificate is provided online or at all branches of the Migration and Citizenship Service, including the head office.
The Public Services Number (PSN) certificate is provided free of charge.
The certificate is sent immediately to the applicant's email address and becomes available in the "Applications" section of their personal account after refreshing the page.

Obtaining a "YesEm" Mobile ID SIM card
After receiving the Public Services Number (PSN) certificate, foreigners with residency status in the Republic of Armenia can apply for a "YesEm" Mobile ID SIM card by first visiting the Unified Office of Public Services, and then a mobile operator's service center (Team Telecom, Ucom, or Viva).
The service is available to foreigners who possess a Public Services Number (PSN) and any one of the following documents:
- Temporary residence card;
- Permanent residence card;
- Special passport;
- Certificate confirming the legality of residence.
Visit the Unified Office of Public Services located at 3 Vazgen Sargsyan Street, presenting one of the following documents:
- Temporary residence card,
- Permanent residence card,
- Special passport,
- Certificate confirming the legality of residence.
Afterward, visit your preferred mobile operator's office (Team Telecom, Ucom, or Viva) to obtain a "YesEm" Mobile ID SIM card, ensuring you present the following mandatory documents:
- Valid residency document,
- Identification document,
- Public Services Number (PSN).
- To obtain a Mobile ID SIM card, it is necessary to pay the card reissue fee of AMD 500.
- In case of purchasing a new SIM card, it is also necessary to pay the cost of the tariff plan according to the given operator's rates.
- To use the electronic digital signature service, an annual fee of AMD 3,000 must be paid.

Identification via ID Card and Card Reader
It is also possible to log in to the "YesEm" identification platform using a computer, provided you have an Armenian ID card and a card reader. This method is applicable if:
- Your ID card was issued before February 15, 2023 (as these versions contain an electronic chip);
- You know the PIN and PUK codes associated with the card.
To enable identification and electronic signature capabilities, you must download the necessary software onto your computer. Detailed instructions and the required software are provided in the official guide.

Currently, accessing the "YesEm" platform via an ID card and card reader is only possible using Google Chrome or Microsoft Edge 10 browsers.
Electronic (CoSign) Signature for Foreign Citizens
Foreign citizens can obtain a CoSign signature to digitally validate documents online in Armenia. This signature is provided through one of the following two options:
- Via Public Services Number (PSN): To obtain an electronic signature using a PSN, the individual must be physically present in Armenia.
- Via Taxpayer Identification Number (TIN): To obtain an electronic signature using a TIN, the individual may apply through an authorized representative.
CoSign Signature Based on PSN
Attention
An electronic signature will not be issued based on a Public Services Number (PSN) if the foreign citizen is not physically present in Armenia.
CoSign signatures issued via a PSN are intended for use in the following cases:
- Signing electronic documents (Word, Excel, PDF);
- On the self-portal.taxservice.am website, for example, when submitting tax declarations;
- On the file-online.taxservice.am website, for example, when submitting tax reports;
- On the e-request.am website, for example, when submitting official applications or inquiries to state authorities.
To obtain an electronic signature based on a PSN (Public Services Number), the applicant must be a foreign citizen who holds either an Armenian residence card or a special passport.
The following documents must be submitted online in advance:
- Residence card or Passport
- PSN (Public Services Number) certificate
- Payment receipt
The electronic signature service is provided for a term of 1 year, for which the fee is AMD 10,000.
Payment is made via bank transfer. The transfer must be made to the following account number: 1570004596000500. In the "Purpose" field, you must specify: "PSN NAME SURNAME".
After successful online identification based on the PSN, EKENG (E-Governance Infrastrucutre Implementation Unit) will send the following electronic signature details to the applicant's personal email:
- A link to download the ARX CoSign software;
- The electronic signature certificate;
- A username and temporary password (a new password must be created upon login).
Within a maximum of 2 working days after submitting the application, the applicant must visit the EKENG office (4 Tigran Mets Ave, 5th floor, Yerevan) upon invitation from an EKENG employee to complete the physical identification process.

CoSign Signature Based on TIN
A CoSign signature issued via a Taxpayer Identification Number (TIN) is used exclusively on the self-portal.taxservice.am website, for example, when submitting tax declarations.
To apply for a CoSign electronic signature based on a TIN, the applicant must be a foreign citizen who holds either an Armenian residence card or a special passport.
The following documents must be submitted online:
- Residence card or Passport,
- TIN certificate,
- Payment receipt
The electronic signature service is provided for a term of 1 year, for which the fee is AMD 10,000.
Payment is made via bank transfer. The transfer must be made to the following account number: 1570004596000500. In the "Purpose" field, you must specify: "PSN NAME SURNAME".
The process involves the following steps:
- A person authorized by the foreign citizen applies to the State Revenue Committee.
- The authorized representative registers the relevant email address with the SRC.
- The SRC sends an access link to that email address (the user creates their own Username and Password).
- The foreign citizen’s required documents are sent using the provided tool.
Within 1-2 working days, EKENG sends the following electronic signature details to the email address provided to the SRC:
- A link to download the ARX CoSign software;
- A username and temporary password (a new password must be created upon login)

What to do in case of technical issues?
Contact your mobile operator (Team Telecom, Ucom, Viva) if:
- You have forgotten your Mobile ID SIM card passcode;
- You have entered the passcode incorrectly several times, and the card is blocked;
- You are entering the data correctly, but you cannot log in to the "YesEm" identification platform.
Contact EKENG if technical issues occur while logging into the "YesEm" identification platform using an ID card.
Attention
If you lose the PIN code of your ID card, it cannot be recovered. You simply need to visit your mobile operator's office with your ID card and obtain a Mobile ID SIM card.
