Working in State Bodies
State vacancies
It is possible to be recruited for state sector vacancies:
- as an intern,
- according to the ranking list,
- by participating in civil service competitions (internal or external),
- under a fixed-term contract, during which an employment contract is concluded for a specific period of time for a maximum duration of 6 months.
Intern
An intern is someone who does a work placement with an employer to gain professional experience. This type of work is unpaid.
- In private companies in intern can work for an employer for up to 2 months.
- In RA state bodies a person can hold an internship vacancy for a maximum of 1 year.
To be included in the list of interns for state bodies, you must take a ranking test and score at least 30 points.
Ranking List
The ranking list is a list of candidates eligible to participate in interviews for civil service positions.
This list includes only non-managerial positions or staff roles.
To apply for these positions, work experience and higher education are not required.
Register online for the ranking test for civil service positions.
To be included in the ranking list, you must take a test developed by the Civil Service Office of the Prime Minister's Staff. You need to score 40 or more points and then wait for a job offer.
An announcement about the testing is published in advance in the "Ranking Testing" section of the Civil Service Office website.
To participate in the ranking test, you need to submit the following documents:

passport and/or ID card (if you do not provide an ID card, you must include your Public Services Number (PSN) or a certificate stating you do not have one)

proof of education:

If you have a high school education: your graduation certificate (attestat).

If you have a university degree: your diploma(s).

If you are currently a student: a student ID or a reference letter from your university confirming your student status.

copies of all marked pages of your military book or your military registration certificate (for male applicants)

proof of work experience (only if you have any).

one 3x4 size photo.
Civil service
A civil servant is a citizen of Armenia who holds a civil service position, performs professional duties specific to that role, or is registered in the civil service personnel reserve.
Civil servants are paid from the state budget of the Republic of Armenia.
To fill a job vacancy, an internal competition is announced first. An external competition is only held if:

No applications were submitted for the internal competition.

None of the applicants showed up.
-
None of the applicants passed the testing stage.
-
None of the applicants passed the interview stage.
-
None of the qualified applicants submitted a final request to be appointed to the position.
Internal competitions are open to public servants within the given body and civil servants registered in the personnel reserve.

- on the official website of the Civil Service Office (cso.gov.am) and its official Facebook page,
- as well as on the official public notice website (azdarar.am).

Required certificates for employment
When starting a job in state bodies, in addition to proof of education and experience, you must also submit documents confirming your health and legal status:
- Certificate of legal capacity (confirming that you have not been recognized as legally incapacitated or having limited capacity).
- Certificate of no criminal record.
- Health certificate.
This certificate confirms that there is currently no legally binding court decision in Armenia declaring the applicant incapacitated or having limited capacity. This information is provided by the RA Judicial Department.

- This certificate confirms that the applicant does not have any medical conditions that could prevent them from holding a public office position.
- The certificate is provided by the polyclinic where the applicant is registered.
- You must undergo specific medical examinations (typically with a GP and a neurologist). In some cases, additional specialized examinations may be required.
