How to Register a Car?
The guide provides the necessary information on the steps to take after purchasing a car, from collecting the necessary documents for the registration process to choosing a license plate.
Car Registration Steps
Step 1
Online Booking
First, you need to register online at the preferred Records and Examination Division, where the registration will take place.
Step 2
Document Collection
It is necessary to prepare in advance the documents that will be required for vehicle registration.
Step 3
Visit Registration Examination Department
On the day and time of your scheduled visit, you must appear at the Records and Examination Division with all the required documents. This guide will provide information on when to bring the vehicle.
Step 4
Car Inspection
If the vehicle has been reconditioned, it is necessary to start the vehicle registration process upon arrival at the inspection station.
Step 6
On-site Booking
If a queue system is available at a given HCB (Yerevan, Kotayk, Artashat), obtain a queue ticket after making payments. Use this ticket to be served in the hall.
Step 7
Accounting Transaction
You'll need to submit all the required documents to the service center to register your vehicle and get a license plate.
Step 8
Obtaining a Registration Certificate
After completing the transaction, you need to approach the document printing and distribution center to obtain your vehicle registration certificate (technical passport).
Online Booking
To register a car, it is mandatory to be registered at an address in the Republic of Armenia.
Within 15 days of purchasing a car, it is necessary to apply to the Traffic Police for state registration of its ownership.
In the case of importing a car from abroad, the 15-day period begins from the date of its declaration.
While a driver's license is not required to acquire ownership of a vehicle, registration procedures typically necessitate the presence of a licensed driver. The individual presented will become the legal operator of the vehicle being registered.
Vehicle registration and obtaining license plates can also be handled by an authorized representative. A notarized power of attorney is required in such cases.

Required Documents
What documents are required to be submitted to the registration examination department?
The owner of the vehicle or their authorized representative must present:
- An identity document
- A document confirming the legal acquisition of the vehicle if its ownership is not registered with the Traffic Police
- A notarized power of attorney in case an authorized representative submits the documents
Required documents:
- Identity document
- Document confirming the legality of the vehicle purchase.
- For self-built vehicles: Include an independent expert's conclusion confirming the vehicle meets the specified technical requirements.
- Transit or other registration number if available
- Certificate of full compliance with property tax obligations.
The owner of the vehicle or their authorized representative must submit:
- An identity document
- A document confirming the legal acquisition of the vehicle
- In the case of a self-built vehicle, a conclusion from an independent expert is required, confirming that the vehicle meets the established technical requirements
- The transit or other registration number, if available
- Documents confirming the payment of all legally required duties and fees
- A certificate of full property tax payment
- If submitted by an authorized representative, a notarized power of attorney
If the owner's name, surname, or patronymic (in the case of a legal entity, the organization's name) has changed, it is necessary to submit a document confirming the change in these data.
If it is not possible to determine the numbers of the vehicle's numbered parts (parts with a VIN code, as well as other numbered units and assemblies, such as gearboxes, chassis, etc.) without the use of technical means, then it is necessary to submit a certificate to this effect issued by the vehicle manufacturer's representative office or an organization conducting vehicle technical inspections.
If the seller, as an individual, has registered ownership of the vehicle and then transfers it to another individual within 365 days, a document certifying payment of the state duty for registering the termination of ownership must also be submitted.
In what cases is a vehicle exempt from presentation to the registration examination department?
If the car is already registered with the Traffic Police, and the color and numbered parts of the car have not been changed:
- Parts with a VIN code and other numbered units and assemblies, such as a gearbox, mounting frame, etc.
- A written statement from the car owner is accepted as the basis for this.
If there is an obstacle to submitting the car to the registration department:
- In this case, instead of the car, you must submit a certificate of vehicle data (it is provided by the administrative department of the Traffic Police or the registration department serving the location of your car).
If you want to register the car:

If the name, surname, or place of registration of the car owner has changed, it is not necessary to submit the vehicle for registration operations to receive a new technical passport, a new license plate or to replace them.
If the car is already registered with the Traffic Police, and the color and numbered parts of the car have not been changed:
- Parts with a VIN code and other numbered units and assemblies, such as a gearbox, mounting frame, etc.
- A written statement from the car owner is accepted as the basis for this.
If there is an obstacle to submitting the car to the registration department:
- In this case, instead of the car, you must submit a certificate of vehicle data (it is provided by the administrative department of the Traffic Police or the registration department serving the location of your car).
If you want to register the car
Car Inspection
A reconditioned car must undergo an inspection before registration. The first step when visiting the registration inspection department is to approach the inspection station. Here, the actual data of your car will be compared with the information on your vehicle documents.
After registering the car data, an inspection protocol will be generated. This protocol will outline all the necessary procedures and payments that you must complete. You must present this protocol, along with your other required documents, to the service center employee.
The average duration of the inspection is 5-10 minutes.
Making Payments
It is necessary to pay the prescribed fees and charges at the designated payment area of the registration examination department. This can also be done online. Receipts confirming the payments, along with other documents, must be presented to the service center employee.
To register a car, you need to pay 5,000, 6,000 and 12,000 AMD. The payment account numbers and possible other fees are presented below:

Registration and Obtaining a License Plate
"To be served, after making the payment, if there is a queue system in the salon, you need to take a queue ticket. When your turn arrives, approach the appropriate employee. They will check your documents, make the necessary registrations, and provide you with a regular or paid registration number. You can expect to wait approximately 15 minutes for your vehicle to be registered.
License plates are categorized as "Regular," "Desirable," "High Demand," and "Special"."
"Regular" License Plate
A "regular" license plate is a standard license plate that is issued and provided randomly, with a random combination of numbers and letters.
You can obtain a "Regular" license plate at any Territorial Registration and Inspection Department (RID) when registering your vehicle or replacing an old license plate with a new one.

"Desirable" License Plate
A “Desired” license plate is a license plate composed of your preferred letters and numbers, which is printed and provided according to your wishes.
You can check the availability and price of your preferred license plate on-site or in advance by visiting plate.roadpolice.am.
“Desirable” license plates are prepared and issued on-site only at the registration and inspection departments of Yerevan, Gyumri, and Artashat.
If you register your car at another department, you can get a “Desirable” license plate at 9 Isakov Avenue, Yerevan, or they can be delivered to your regional registration and inspection department.
Please note that when registering a car, you can reserve a “Desirable” license plate for 3 hours, but no longer than until the end of the given working day. Within the specified period, you must pay for the license plate and present a document confirming payment. Otherwise, the reserved license plate will be automatically returned to the system, and you will be assigned a “Regular” license plate.
Moreover, the license plate purchased for your car may be in the name of another person.

"High Demand" License Plate
A “High Demand” license plate has a special combination of numbers and letters. For example: 05 AA 080, 99 AA 996, etc.
You can check the availability and price of your preferred license plate on-site or in advance by visiting plate.roadpolice.am.
The "high demand" license plate is prepared on-site and issued only at the registration and examination departments of Yerevan, Gyumri, and Artashat.
If you are registering your vehicle in another department, you can obtain a "High Demand" license plate from 9 Isakov Avenue, Yerevan, or it can be delivered to your regional registration and inspection department.
Please note that when registering a vehicle, you can reserve a "High Demand" license plate for 3 hours, but no longer than until the end of the given business day. Within the specified period, you must pay for the license plate and submit a document confirming payment. Otherwise, the reserved license plate will be automatically returned to the system, and you will be assigned a "Regular" license plate.
Moreover, the license plate you purchase for your car may be in someone else's name.
The price of a “High Demand” license plate depends on the combination of numbers and letters. It can range from 60,000 AMD to 8,000,000 AMD.

"Special" License Plate
A "Special" number can consist of 0s and one unique digit, for example, 00 AA 001, 10 AB 000, etc.
You must participate in a special auction to obtain a “Special” license plate.
Moreover, the license plate purchased at the auction may belong to another person but be placed on your car.
The value of a "Special" license plate is determined during the auction based on the prices offered by the participants.

Obtaining an International Technical Passport
To obtain an international technical passport (registration certificate), it is necessary to submit to the registration department:
- Identity document
- Registration certificate (technical passport)
- Document confirming payment of the fee (6,000 AMD) established by law
- The international technical passport of the car will be issued on the day of submission of the documents, after completing the relevant registrations
