Request Information from a State Authority

Every person has the right to access the information they seek and may request it from the entity holding the information, including state administrative bodies, local self-government bodies, state institutions, organizations funded by state and local budgets, public organizations, and public officials.

Information can be obtained either by physical application or through a written request.

You can apply for this service in person by booking an appointment in advance.

The following steps must be taken after clicking the "Continue" button.

 
 
 

To obtain information from state authorities, you must first register on the Unified Electronic Inquiry Platform. To do so, you need to:

  • Visit e-request.am,
  • Click the "Login" button in the top right corner, then select "Register Now" at the bottom of the page.
  • Indicate citizenship and fill in the required information.
  • Enter the code received via email, followed by the code received via SMS.
  • Create and confirm a password.


After registering on the platform, the following steps are required to request information:

  • Log in to the platform using the email and password.
  • Click the “Submit Application, Request, or Complaint” button, then click "Submit."
  • Select “Request” as the application type.
  • Choose the applicant type: “Individual” or “Legal Entity” (if applying on behalf of an organization).
  • Select the state authority to which the request is addressed.
  • Clearly state the request, specifying the required information.
  • If necessary, attach files by clicking the “Attach File” button, or click “Next” if no attachments are needed.

The status of the request can be tracked using the tracking code, available on the account page.


Delivery Period and Procedure

  • If the requested information is not already published, a copy will be provided within 5 working days after receiving the request.
  • If the requested information is published, the applicant will be informed within 5 working days about where and when the information was published.
  • If additional work is needed to provide the requested information, it will be given within 30 working days after receiving the request. The applicant will be notified of the delay and the final deadline within 5 working days via email, specifying the reasons for the delay.

No response will be provided if:

  • It is found that the applicant's personal information is false.
  • The same request for information is submitted by the same person within 6 months.

Attention:

  • Applicants are not required to justify their requests.
  • Refusal to provide information can be appealed to an authorized state body, a court, or the Human Rights Defender's Office.

Payment Amount and Procedure

Provision of information is free in the following cases:

  • Responding to verbal requests.
  • Providing up to 10 pages of printed or photocopied information.
  • Providing information via email.
  • Responding to written requests for information that, if published, could pose a threat to public security, public order, public health, morals, rights and freedoms of others, the environment, or personal property.
  • In the case of refusal to provide information.
  • If false or incomplete information is provided, the organization must provide the corrected information free of charge upon request.

In some cases, a fee may be required for providing information. Public organizations determine the amount to be charged independently.
