To physically apply for a license to implement a preschool education program, legal entities that meet the licensing requirements must submit the necessary documents in a sealed envelope. This can be done either by mail or in person to the Ministry of Education, Science, Culture, and Sports of Armenia.

Requirements

To obtain a license, the legal entity must meet the following mandatory requirements:

• Teaching staff qualifications
• Availability of educational premises
• Availability of educational resources
• Library and information systems

Required Documents

You must submit the following documents to the Ministry:

• Application for a license
• A copy of the ownership, lease, or gratuitous use registration certificate for the premises where the preschool education program will be provided. The premises must comply with public building designations. (For alternative education programs or preschool service centres, the premises can have a residential designation.)
• Information about the teaching staff
• Information about the premises used for the preschool program
• Information about the library and information resources supporting the educational process
• The weekly schedule of classes, list of subjects, and the daily routine for the preschool program and services
• The procedure for admitting children

Payment Procedure

The state fee for the license is 10,000 AMD, which must be paid within 5 working days of receiving the notification of the decision.

You can make the payment using one of the following methods:

• E-payments system
• Bank transfer to the RA State Budget account: 900005160438
  In the payment purpose field, please write: "For obtaining a license."
  If you cannot transfer using your banking app, select the "Transfer to the state budget" option.

Delivery Period and Procedure

The license will be issued based on the conclusion of the Licensing Commission and the Minister’s decision. It will be issued within 23 working days after submitting your application. The license is issued in a single copy and is valid indefinitely. To collect the license, you will need to visit the Ministry of Education, Science, Culture, and Sports of Armenia in person.
