Obtain a License for Implementing a Preschool Education Program
A legal entity must obtain a license from the Ministry of Education, Science, Culture, and Sports of Armenia to implement a preschool education program or offer preschool services. The application can be submitted to the Ministry either by email or in person.
Legal entities that meet the licensing requirements should send the required documents to one of the following email addresses:

To obtain a license, a legal entity must meet the following requirements:
- Teaching staff qualifications
- Availability of appropriate educational facilities
- Educational and methodological resources
- Library and information systems

- A completed license application
- A copy of the ownership, lease, or free use certificate for the premises where the preschool program will be implemented (The premises should meet the functional requirements for public buildings. For centres providing alternative education programs, the premises can have a residential designation.)
- Information on the teaching staff
- Information on the premises used for the preschool program
- Information on the library and information resources supporting the educational process
- The weekly schedule of classes, list of subjects taught, and daily routine for the preschool program
- The admission procedure for children

Payment Amount and Procedure
A state duty of 10,000 AMD must be paid within 5 working days after receiving notification of the decision.
Payment can be made in the following ways:
- E-payments system
- Bank transfer to the RA State Budget account: 900005160438
In the payment purpose field, indicate “For obtaining a license.”
If you cannot transfer to this account via your banking app, select the “Transfer to the state budget” option.
Delivery Period and Procedure
The license will be issued within 23 working days after submitting the application, based on the licensing commission's conclusion and the ministerial decision. The license is issued in a single copy and does not have an expiration date.
To collect the license, you will need to visit the Ministry of Education, Science, Culture, and Sports of Armenia in person.
