How to Obtain and Exchange an ID Card?
Upon reaching the age of 16, citizens of the Republic of Armenia may voluntarily obtain an identification card (ID). This document certifies the individual's identity and citizenship and is intended for use within the territory of the Republic of Armenia. The ID card is issued with a validity period of 10 years.
Get an Identification Card
To obtain an identification card, it is necessary to be registered at an address within the territory of the Republic of Armenia.
- To obtain an identification card, you must submit your passport or birth certificate along with a photocopy.
- If the documents are in a foreign language, you must also provide their Armenian translations, performed and certified by a notary.
If a person under 18 does not have a passport, they must also submit their own written consent as well as their parent's written consent to obtain an identification card.
Furthermore, if the parent cannot personally present their consent, the authenticity of their signature on the submitted document must be notarially certified.
In the case of being subject to military service (citizens aged 18–55), it is necessary to present a military book.
If a military book is not available, a certificate issued by the regional military commissariat must be provided. The addresses of the Republic of Armenia Ministry of Defense military commissariats are available at the provided link.
The fee for an identification card is AMD 3,000, and it will be issued on the 15th working day after application.

Payment can be made via the payment terminal located at the branch or in advance by presenting a payment receipt.

It is possible to receive the identification card sooner by signing a contract. The procedures and details for signing the contract should be clarified with the specific passport office where you plan to obtain your ID card.
The fees are as follows:
- 3,000 + 20,000 AMD to receive the ID card within 1 working day;
- 3,000 + 10,000 AMD to receive the ID card on the 3rd working day;
- 3,000 + 5,000 AMD to receive the ID card on the 5th working day.
Payment can only be made using the payment terminal located inside the department.
At the office, it is necessary to be photographed and provide fingerprints of all fingers on both the right and left hands. The purpose of this is to ensure the citizen's identification within personal data information databases.
A citizen may be photographed and provide fingerprints at their place of residence if:
- They are receiving medical care and services in a medical institution;
- They are unable to move independently due to disability, illness, age, or other related issues.
In such cases, the application for the citizen's identification card is submitted by their guardian or representative, who must first book an appointment online and present the required documents.
Citizens in correctional facilities must apply to the administration of the correctional facility to obtain an identification card. Based on a written request from the administration, the process of taking fingerprints with mobile devices and photographing the individual will be organized at the citizen's location.
An ID card is issued to a citizen recognized as incapacitated based on an application from their guardian. A citizen recognized as having limited capacity receives the card based on their own application.
Exchange an Identification (ID) Card

An identification card is exchanged if:
- The validity period has expired;
- The citizen has changed their data in the State Population Register that is included on the ID card (with the exception of the permanent residence address);
- There is incorrect data on the identification card;
- The identification card is lost;
- The citizen has expressed a desire to do so.
- The identification card subject to exchange;
- In case the citizen's data is changed or incorrect: a document issued by a competent authority certifying the change or inaccuracy;
- Documents must be submitted without erasures, so that data essential for issuing the identification card (first name, last name, patronymic, date of birth, parental information, place of birth, military deferment period, etc.) and the document's core credentials (series, number, official signature, etc.) are clearly visible;
- If the required documents are in a foreign language: their Armenian translations, performed and certified in accordance with the law;
- In case of possibility.
The fee for the identification card is AMD 3,000, and the new card is issued on the 15th working day after the application.

- 3,000 + 40,000 AMD to receive the ID card within 1 working day;
- 3,000 + 20,000 AMD to receive the ID card on the 3rd working day;
- 3,000 + 10,000 AMD to receive the ID card on the 5th working day.
Payment can only be made using the payment terminal located inside the department.
