The guide provides the necessary information on selling a car and outlines the steps, from the sale announcement to registration and ownership transfer.

Step 1
Buyer Agreement
First, it is necessary to reach an agreement with the buyer on the car selling price, the payment method, and other relevant details.
Step 2
Visit to the Record and Examination Division
If desired, a car purchase and sale agreement can be signed at the Record and Examination Division. At this stage, agreeing with the buyer on who will pay the state fees is necessary.
Step 3
Car Registration and Ownership Transfer
To complete a car sale transaction, you must schedule an appointment with the Records and Examination Division and appear on the specified day with the required documents.

First Steps in Selling a Car

To sell a car, you have to research the market, determine the optimal selling price for your model, and then place a sales announcement.

When pricing a car, it's essential to consider the following factors:

Market prices for similar makes and models of the same year
The car's condition and mileage
Additional features and accessories

There are many online platforms for selling cars, and traditional car markets are also options.

You need to choose a suitable platform and post a sales listing, including a description of the car and high-quality photos.

In the Republic of Armenia, all transactions exceeding 300,000 Armenian Dram must be conducted electronically. Therefore, the buyer must transfer the purchase price of the car to the seller's bank account.

Car Registration and Ownership Transfer

When selling a car, the question arises whether it is necessary to conclude a sales contract with the buyer. While not always legally required, it is highly recommended.

Although not concluding a contract can shorten the sales process, a written agreement is strongly advised to protect the rights of both parties and prevent potential future disputes,

The contract can be concluded at the Records and Examination Division. The department employee handling the transaction typically provides the form.

Online Car Registration

Start

To register a car in Armenia, the buyer must be registered at an address within the Republic of Armenia.

The car seller or their authorized representative must present:

An identity document
A document confirming the legality of the car's purchase if its ownership is not registered with the Traffic Police.
The car registration certificate (technical passport)
The VIN (Vehicle Identification Number)
In case the documents are submitted by an authorized representative, a notarized power of attorney.

The seller of the car or their authorized representative must present:

An identity document
A document confirming the legality of the car's purchase if its ownership is not registered with the Traffic Police.
The car registration certificate (technical passport)
The VIN (Vehicle Identification Number)
Documents confirming the payment of all legally required duties and fees.
In case the documents are submitted by an authorized representative, a notarized power of attorney.

If the owner's name, surname, or patronymic (for legal entities, the organization's name) has changed, it's necessary to submit a document confirming this change.

If the vehicle's numbered parts (including the VIN and other numbered components and assemblies, such as the gearbox and chassis) cannot be determined without technical assistance, a certificate from the vehicle manufacturer's representative office or a vehicle inspection organization must be submitted.

If the seller, as an individual, has registered ownership of the vehicle and then sells it to another individual within 365 days, it is necessary to submit a document certifying the payment of the state duty for registering the termination of ownership.

Under what circumstances is the car not required to be presented to the Records and Examination Division??

If the car is already registered with the Traffic Police, and the color and numbered parts of the car have not been changed:

Including the VIN and other numbered components and assemblies, such as the gearbox and chassis
A written statement from the car owner is accepted as the basis for this.

If there is an obstacle to submitting the car to the registration department:

In this case, instead of the car, you must submit a certificate of vehicle data.
This certificate is provided by the administrative department of the Traffic Police or the registration department serving the location of your car.

If you want to register the car:

If the name, surname, or place of registration of the car owner has changed:
- It is not necessary to submit the car for registration.
- This also applies to receiving a new technical passport or license plate to replace a lost or damaged one.

If the car is already registered with the Traffic Police, and the color and numbered parts of the car (parts with a VIN code, as well as other numbered units and assemblies, for example, a gearbox, mounting frame, etc.) have not been changed:

A written statement from the car owner is accepted as the basis for this.

If there is an obstacle to submitting the car to the registration department:

In this case, instead of the car, you must submit a certificate of vehicle data.
This certificate is provided by the administrative department of the Traffic Police or the registration department serving the location of your car.

If you want to scrap the car

Required Government Fees

When selling a car, you will need to make several payments to the Records and Examination Division related to registration, license plate acquisition, and property tax obligations.

In the case of selling a car, the main payments are:

State fee for the transfer of ownership: 5,000 AMD to account number 900013150033
State fee for the technical passport: 6,000 AMD to account number 900005016135
State fee for the license plate: 12,000 AMD to account number 900005016127

If you are unable to make a transfer to these specific accounts in your banking application, please select the "Transfer to the state budget" option.

Typically, the buyer pays to reissue the technical certificate since they are now the car's owner. However, upon agreement, the seller can also make these payments.

If there are any outstanding property tax liabilities, the employee will check and notify you through the system when selling the vehicle.

If an unpaid balance exists, the property tax can be paid on the spot.

Number Retention or Transfer

If the buyer wants to receive a new license plate, the following steps must be taken when selling a car:

The seller must apply to the License Plate Department of the Records and Examination Division and certify the fact of the car's ownership transfer by handing over the old license plate to the department employee. The license plate to be handed over must be clean.
The buyer must present a passport and the vehicle's technical passport to the Records and Examination

Division and pay the appropriate fee for obtaining a new license plate. The fee for a "Regular" license plate is 12,000 AMD.

If the buyer wishes to retain the license plate currently on the vehicle, they must pay the applicable fee for obtaining the license plate (36,000 AMD for a personalized plate) and have it re-registered in their name.

After selling the vehicle, the seller is required to notify the insurance company of the car's ownership transfer to terminate the liability.

The car buyer is required to insure the vehicle to legally operate it on the roads of the Republic of Armenia.
