Apply for the highly qualified specialists engagement program

The program aims to help companies recruit highly qualified specialists (HQS).

Companies will get a 20-70% compensation (up to 2 million AMD) for the recruited highly qualified specialist's salary and other employee payments such as annual leave, bonuses, performance award, and income tax.

To receive the support, eligible companies must apply to the Ministry of Economy of Armenia with the required documents.


Requirements

The support is available to commercial and non-commercial legal entities registered and operating in Armenia that have recruited highly qualified specialists (HQS) within 12 months prior to applying.

The recruited HQS must meet at least one of the following criteria:

  • Residence:
    At the time of the company’s application, the specialist must have lived outside Armenia for at least 12 of the previous 30 months.

  • Education:
    The specialist must hold a bachelor’s, master’s or doctoral degree and must have graduated from one of the top 400 universities listed in the QS World University Rankings for the year of application.

  • Work experience:
    The specialist must have at least 10 years of work experience in a subsidiary or parent company established by companies listed in one of the following indexes or platforms:
    Forbes, Fortune, HeadHunter, NIFTY, Dow Jones, FTSE, S&P, SSE Composite, SZSE, KOSPI, KOSDAQ, BSE SENSEX, NSE of India, BOVESPA, IBrX, ITEL, Nikkei, TOPIX, DAX, MDAX, or MOEX Russia.


Required documents

To apply, companies must submit the following documents to the RA Ministry of Economy:

  • If the recruited HQS studied at one of the universities mentioned in the ''Requirements'' section, the original or a notarized copy of their degree or academic certificate.
  • If the recruited HQS worked in one of the companies listed in the ''Requirements'' section, an official letter from the company confirming their employment, including the job title, employment duration, and contact details of the company's representative.
  • A completed application form, which should include the applicant company’s name, tax identification number, address, and bank details.
  • A copy of the employment contract signed between the recruited HQS and the company in Armenia.
  • A copy of the recruited HQS’s identity document.
  • The HQS’s consent to share their data, including salary and tax payment information, with the RA Ministry of Economy and the RA State Revenue Committee.

Support amount 

  • Companies will receive 20% compensation (up to 1 million AMD, but not exceeding the amount of income tax paid) for the recruited HQS’s salary, paid annual leave, bonuses, and performance award.
  • If the recruited HQS holds a doctoral degree, 50% of their salary, paid annual leave, bonuses, and performance award (up to 1.5 million AMD) will be compensated.
  • If the recruited HQS with a doctoral degree also teaches at a university in Armenia, in addition to the main salary compensation, 70% of the salary, paid annual leave, bonuses, and performance award (up to 2 million AMD) paid by the university will also be compensated.


Delivery period and procedure

The compensation will be provided within 23 working days from the date of application.

The support is available for up to 36 months from the date of application approval.
