Obtain a License for Implementing Basic General Education Program
A legal entity must obtain the appropriate license from the Ministry of Education, Science, Culture, and Sports of Armenia in order to run a basic general education program. You can submit your application via email or in person.
Apply In Person
To apply in person, legal entities that meet the licensing requirements must submit the required documents in a sealed envelope by mail or in person to the Ministry of Education, Science, Culture, and Sports of Armenia.
Requirements
To obtain a license to run a basic general education program, the legal entity must meet several key requirements, including:
- The qualifications of the main teaching staff
- Availability of educational facilities and laboratories
- Educational and methodological resources
- Library and information systems
Required Documents
The following documents must be submitted to the Ministry:
- Application for obtaining a license
- A copy of the ownership, lease, or free-use registration certificate for the premises where the program will be run, in line with the designated purpose for public buildings
- Information about the teaching staff
- Information about the premises used for the education program
- Information on the library and information resources supporting the educational process
- Educational program curricula and a list of subject-specific programs
- Regulations for student admission, transfer, and final examinations

Payment Amount and Procedure
The state fee for the license is 25,000 AMD. This must be paid within 5 working days after receiving the approval notification.
You can make the payment using one of these methods:
- E-payments system
- Bank transfer to the state budget account: 900005016754
In the "Purpose of Payment" field, please write: "For obtaining a license."
If you are unable to make the transfer via your banking app, please select the "Transfer to the state budget" option.
Delivery Period and Procedure
The license will be issued based on the Licensing Commission's conclusion, by ministerial decree, within 23 working days from the date of application submission. The license is issued in a single copy and is valid indefinitely.
To collect the license, you must visit the Ministry of Education, Science, Culture, and Sports of Armenia in person.
