Obtain a certificate for qualifying as a repatriate

Diaspora Armenians can apply to obtain a certificate (proof document) on the recognition of the permanent residence fact in the Republic of Armenia to be able to move their belongings to Armenia without customs duties. The certificate is provided by the Citizenship and Migration Service of the RA Ministry of Internal Affairs (OVIR, address: Davtashen 4th District, 17/10 building).

The service is available by video call in some countries if you request it in advance.

Who can apply?

Diaspora Armenians repatriated to Armenia, who:

  • hold citizenship of the Republic of Armenia,
  • repatriates of Armenian descent,
  • have not been in Armenia for at least 1280 days (nearly 3,5 years) in the past 7 years.


Required documents

To obtain the certificate, you must present the following documents:

  • in case of having RA citizenship, the RA citizen passport,
  • in case of having the status of special residency, the special passport,
  • in case of having permanent residency, the permanent residence card.


Payment Amount

The certificate is issued free of charge.


Certificate Issuance Time and Procedure

The certificate is issued within 5 working days. To receive it, you should visit the Citizenship and Migration Service of the RA Ministry of Internal Affairs again.
