Apply for the Affordable Housing for Military Personnel Program
Within the framework of the program, 500 servicemen can receive financing for the purpose of acquiring an apartment or a residential house, or for the construction of a residential house, according to the following distribution:
- 450 contract servicemen from the officer and senior warrant officer ranks,
- 40 servicemen from the national security bodies,
- 10 servicemen from the state guard body.
If more than the specified number of servicemen apply to participate in the program, it is determined by lottery who will receive financing for the acquisition of an apartment or a new house, or for a house under construction.
How to Apply
To participate in the program, the required documents must be submitted along with an application to the relevant department from January until March 31 of the given year:
- servicemen from the officer and senior warrant officer ranks: to the RA Ministry of Defense,
- national security officers: to the National Security Service,
- state guard servicemen: to the State Protection Service.

Required documents
The following documents must be attached to the application:
- copies of identification documents of the serviceman and co-borrowers,
- a copy of the service ID,
- a certificate from the bank regarding the readiness to provide a loan,
- a marriage certificate, in case of a registered marriage,
- a copy of the ownership certificate for the residential land plot, in case of constructing an individual residential house,
- a construction permit, in case of constructing a residential house,
- a diploma, in case of having graduated from a military educational institution within the previous 5 years.
Amount of support
Within the framework of the program, for the acquisition of an apartment, a house, or a house under construction via a mortgage loan, the state simultaneously provides:
- down payment support: in the amount of 2,500,000 AMD;
- interest rate subsidy (repayment): in the amount of 5%; meanwhile, the maximum interest rate is 11% for the primary market and 13% for the secondary market;
- income tax refund: in the amount of the loan interest payments, if the conditions for an income tax refund are met;
In certain cases, a portion of the principal loan amount is also repaid within the framework of the program.
Delivery period and procedure
The support is provided within 30 working days after signing the mortgage agreement with the bank.
