What is State Health Insurance?
Starting January 1, 2026, citizens and residents of Armenia will gradually transition to a mandatory health insurance system. Depending on the individual's social category and salary level this insurance is provided through two methods: free or paid. Regardless of the payment method, the annual insurance cost and the package of services remain the same for everyone.
This guide outlines the conditions for receiving insurance and the procedures for accessing medical services.
How to consult a doctor through insurance?
Step 1
Registration on ARMED
Register on the "ARMED" app. Your insurance details will be displayed there. Take a moment to review the specifics and confirm your coverage.
If you do not have a smartphone, please visit your local polyclinic, and the staff will assist you.
Step 2
Booking an Appointment at a Polyclinic
For routine check-ups, book an appointment with your family doctor or general practitioner at the polyclinic where you are registered.
In case of emergency medical needs, please contact a hospital directly or call emergency services.
Step 3
Referral to a Medical Facility
After a consultation at the polyclinic, your general practitioner or family doctor will, if necessary, provide a referral to the specific medical facility where you wish to continue your treatment.
Step 4
Treatment
Visit the medical facility, undergo the necessary examinations, and receive treatment based on your results. In certain cases, treatment costs may be eligible for reimbursement.

What is Universal Health Insurance?
By having health insurance, you can receive the following either free of charge or with partial payment:
- medical care and services,
- medical supplies,
- medication.
Please note that there are certain medications and medical services not covered by insurance. In these cases, you will be responsible for the full cost or a partial payment (co-payment). Be sure to review the list of participating medical facilities and pharmacies.
Health insurance is available to citizens and residents of Armenia who have been in the country for at least 6 months (183 days) within the last year. This also includes our compatriots who have moved from Artsakh.
Yes, the health insurance is mandatory.
The following groups are eligible to receive health insurance free of charge:
- children under 18,
- individuals aged 18–23 who are without parental care,
- full-time students up to age 26 who are without parental care,
- seniors aged 65 and over,
- citizens with 1st, 2nd, or 3rd-degree disabilities, and individuals with profound, severe, or moderate functional limitations,
- socially vulnerable individuals aged 18–65 whose vulnerability score is above 28 points,
- family members of deceased military personnel,
- participants in the Chernobyl disaster recovery efforts,
- World War II veterans and individuals with equivalent status,
- victims of political repression (rehabilitated persons),
- former military personnel receiving a military disability pension,
- one parent, adopter, guardian, or trustee of a child with a disability.
The following categories are required to pay for health insurance:
- Employees receiving a monthly salary of AMD 200,001 or more (including taxes).
- Individual Entrepreneurs and Notaries with an annual income of AMD 2,400,001 or more (including taxes).
Attention
Individual Entrepreneurs must pay the insurance premium as a single lump sum for the full 12 months by April 20, 2026.
The monthly insurance fee is AMD 10,800, and the annual cost is AMD 129,600.
The payment for health insurance is covered by:
- The State: For children, retirees, and socially vulnerable groups.
- The Employer: For employees.
- The Individual: For those who are self-employed or unemployed but belong to a mandatory insurance category.
Attention
If the insurance premium is not paid, your coverage will be suspended.
Usually, the insurance premium is paid directly from your salary. You can obtain specific information regarding salary deductions from your employer.
Yes, you can hold both state insurance and private insurance simultaneously.
How much do I pay for insurance?
The health insurance fee is the same for all citizens (AMD 10,800 per month). However, the actual amount you pay varies based on your salary level (including taxes) and whether you have a social package.
See below to find which option applies to you.
- You pay only AMD 300 for insurance.
- The State covers AMD 6,000 for you. AMD 4,500 is saved through your "Zinapah" (Insurance Foundation for Servicemen) payments.
- You pay AMD 3,300 for insurance.
- Additionally, in 2027, you can receive an income tax refund of up to AMD 50,000 for health insurance by submitting your 2026 income tax declaration.
- You pay the full insurance premium of AMD 10,800 per month.
- However, in 2027, you can receive an income tax refund of up to AMD 50,000 for health insurance by submitting your 2026 income tax declaration.
For social package beneficiaries, the AMD 6,000 that was previously accumulated within the framework of the social package can now be directed toward your health insurance. To enable this, you must submit a one-time application to your employer.
- If you work at two places at once and your total combined salary (including taxes) does not exceed the AMD 200,000 threshold, you pay nothing.
- However, if you receive, for example, AMD 180,000 from your first employer and AMD 205,000 from the second, both employers will automatically make deductions from your salary. As a result, you may end up paying more than the standard AMD 10,800 for your insurance.
- You can get a refund if the total amount withheld from both jobs exceeds the set limit. You need to submit a one-time application to the Health Insurance Fund and provide your bank account number. The overpaid amount will be transferred within 3 working days. After this initial application, any future overpayments will be refunded to you automatically in the following months.
The insurance is valid throughout the entire territory of the Republic of Armenia.
