The Eurasian Economic Union (EAEU) member states – such as Armenia and Russia – share a single customs territory where common customs rules apply. No customs duties are charged when transporting a vehicle between EAEU member states.

When importing a vehicle from Russia, Belarus, Kazakhstan, or Kyrgyzstan to Armenia, individuals are typically required to pay only an environmental duty and Value Added Tax (VAT) for customs clearance.

This guide provides the necessary information about all taxes and duties.

In countries that are not members of the Eurasian Economic Union (EAEU), different conditions apply for vehicle customs clearance.

For example, to import a vehicle from Georgia, it is necessary to pay the customs duties established by the EAEU for third countries.

Cars enter the customs area both via trucks belonging to freight companies and through self-propelled entry.

After entering the customs territory, the customs inspector fills out a transit declaration, which includes the details of the vehicle and the carrier.

After completing the vehicle transit declaration, the customs inspector performs a preliminary inspection of the vehicle and hands over the completed declaration.

At this stage, the Vehicle Identification Number (VIN) is also checked.

The formalities are conducted by a customs officer. The importer of a vehicle, by obtaining a queue ticket on-site or by booking an appointment in advance, presents themselves with the necessary documents to the customs officer. The customs officer then completes a passenger declaration and a customs entry order (CEO).

The following documents must be presented to the customs officer:

• Identity document
• Transit declaration, which will be filled out and issued by the customs inspector when the vehicle enters the customs control area.
• Invoice for the acquisition of the vehicle
• Goods transport bill, which is filled out at the customs authority if the vehicle entered the territory of the Republic of Armenia through freight forwarding companies or a tow truck. If the vehicle entered the customs border of the Republic of Armenia by car (i.e., driven by the owner), then there is no need to submit a goods transport bill.

Customs duty is a mandatory payment whose amount depends on the imported car's price, year of manufacture, engine power, and other characteristics.

If the car was imported into Armenia from a member state of the Eurasian Economic Union (EAEU), then no customs duty is required.

The EAEU member states are Armenia, Russia, Belarus, Kazakhstan, and Kyrgyzstan.

This is a tax paid to the state budget intended to protect the environment, as cars are a source of environmental pollution.

The amount of the environmental tax depends on the car's price, year of manufacture, engine power, and other characteristics.

No environmental tax is paid for cars manufactured after 2020.

Value Added Tax (VAT) is also paid when importing a car. The VAT amount depends on the car's price, year of manufacture, engine power, and other characteristics.

It is also necessary to pay state duties, the amount of which will be calculated by the customs inspector.

The necessary documents are:

• Passport
• Declaration of goods, which includes the vehicle data: year, make, and receipts confirming the purchase and sale
• Documents confirming participation in the auction, if the car was purchased at an auction
• Invoice for the car purchase
• Goods transport bill if the car will enter the territory of the Republic of Armenia through freight companies or a tow truck
• Customs entry order
• Documents confirming other expenses (for example, freight costs)

The legal entity submits the necessary documents for customs clearance of the vehicle in advance online via the trade.gov.am platform.

When the vehicle arrives in Armenia, the importing party makes a prior appointment to begin the customs clearance process.

The customs inspector checks the completeness and accuracy of the documents submitted via the trade.gov.am platform, calculates the vehicle customs clearance fee, and directs the legal entity to make the necessary payments.

After making the customs clearance payments, the legal entity approaches a special collection coordination department within the customs area. Here, specialists verify the payments and then direct the importer to complete the final step of customs clearance: the vehicle release.

To complete the vehicle release, individuals can either obtain a queue ticket on-site or pre-register online for the customs clearance process.

With the queue receipt, approach the inspector overseeing the vehicle release process. The inspector will again verify the payments made and issue a temporary license plate for the vehicle.

It is also possible to register an imported car at the Gyumri Northern Customs House, saving time. After customs clearance, no appointment is required to complete the registration process. Simply inform the customs inspector issuing the vehicle release of your intention to register the car. The inspector will then guide you through the necessary steps.
