Apply for the Highly Qualified Specialists Engagement Program
This program aims to help organizations attract highly qualified specialists. Organizations are compensated for 20% of the specialist’s salary and other payments, such as holiday pay, bonuses, and commissions (up to 1 million AMD), as well as the income tax paid.

To receive support eligible organizations must apply to the Ministry of Economy of Armenia with the required documents.
Requirements
Support is available to commercial and non-commercial organizations that are registered and operating in Armenia, and that meet the following criteria:
- In the 12 months prior to applying for support, the organization has recruited highly qualified specialists who:
- Have lived outside Armenia for at least 12 of the 30 months prior to the organization's application.
- Have graduated in the year of application from one of the top 400 universities listed in the QS World University Rankings and hold a bachelor’s, master’s, and/or doctoral degree.
- Have at least 10 years of work experience with companies listed in or part of major indices such as Forbes, Fortune, HeadHunter, NIFTY, Dow Jones, FTSE, S&P, SSE Composite, SZSE, KOSPI, KOSDAQ, BSE SENSEX, NSE of India, BOVESPA, IBrX, ITEL, Nikkei, TOPIX, DAX, MDAX, or MOEX Russia.
Required Documents
To apply, you need to submit the following documents:
- If you studied at one of the universities mentioned in the eligibility requirements, provide the original or a notarised copy of your degree or academic certificate.
- If you worked with one of the companies listed in the eligibility requirements, provide an official letter from the company confirming your employment details, including your job titles, duration of employment, and contact details of the company's representative.
- A completed application form, including your company’s name, tax identification number, address, and bank details.
- A copy of the employment contract with the specialist from your company in Armenia.
- A copy of the specialist’s identity document.
- The specialist’s consent to share their personal data, including salary and tax payment information, with the Ministry of Economy and the State Revenue Committee.
Delivery Period and Procedure
- Support will be provided within 23 working days after the application is submitted. Compensation will be provided for up to 36 months from the date the application is approved.
- If the highly qualified specialist holds a doctoral degree, 50% of their salary and other payments (up to 1.5 million AMD) will be compensated.
- If the specialist with a doctoral degree teaches at an Armenian university, in addition to the main salary compensation, 70% of the salary and other payments (up to 2 million AMD) paid by the university will also be compensated.
